Rajasthan: UDH department extends construction period for JDA plots with repossession fee

Synopsis

The Urban Development and Housing (UDH) department has extended the construction timeline for Jaipur Development Authority (JDA) plots by charging a repossession fee. Previously, under the Rajasthan Municipal Improvement Trust (Urban Land Execution) Rules 1974, plots were automatically cancelled if construction was not completed within the prescribed period. A recent order permits exemptions in the repossession fee for cases pending until late 2024, with the construction deadline extended until late 2025. However, previously settled cases remain unaffected, and no refunds will be issued.

The Urban Development and Housing (UDH) department recently issued orders allowing an extended construction period for plots under Jaipur Development Authority (JDA) schemes, subject to a repossession fee.


The Jaipur Development Commissioner, Anandi, explained that JDA housing schemes initially required construction to be completed within a fixed timeframe as per the Rajasthan Municipal Improvement Trust (Urban Land Execution) Rules 1974. If the construction was not completed within this period, the allotment of plots was automatically cancelled. Anandi added that UDH has now issued orders permitting relaxation in plot restoration by charging a repossession fee.

Officials mentioned that the relaxation offered under the Prashasan Shehron Ke Sang Campaign 2021 had expired earlier this year. This lapse led to delays in clearing several cases related to lease agreements, name transfers, and lease release certificates.

According to the new directive, the repossession fee for cases where the construction period has ended will be calculated up to late 2024, with the construction deadline extended until late 2025. However, officials clarified that previously settled cases would not be reopened, nor would any deposited amounts be refunded.
