Synopsis

The Maharashtra government's Dharavi Redevelopment Project (DRP), a multi-billion-dollar initiative, guarantees housing benefits for all residents, including former landowners under the cancelled Vacant Land Tenure (VLT) scheme. The Adani Group, through its joint venture Navbharat Mega Developers Private Ltd (NMDPL), will oversee the redevelopment process, building affordable housing and commercial spaces. Former landowners and private societies in the Dharavi Notified Area (DNA) are encouraged to participate in this transformative urban renewal project. Sustainable infrastructure, vocational training, and eco-friendly job opportunities are key components of the project aimed at uplifting the Dharavi community.

Residents and former landowners in Dharavi, including those from areas like Kumbharwada, are set to benefit from Maharashtra's ambitious Dharavi Redevelopment Project (DRP). According to a senior official from the Dharavi Redevelopment Project/Slum Rehabilitation Authority (DRP/SRA), the initiative covers everyone under the Dharavi Notified Area (DNA), ensuring no one is left without a home.


SVR Srinivas, CEO of DRP/SRA, stated that although the Vacant Land Tenure (VLT) scheme in Dharavi was automatically cancelled upon the formation of the DRP, former landowners remain adequately included in the redevelopment plan. He emphasised that every tenement holder will receive a dream home under this scheme, ensuring no resident is left homeless. He added that with the inclusion of VLT land in the DNA, these areas no longer require separate redevelopment, as they now fall under the DRP's jurisdiction.

The Dharavi redevelopment project, spearheaded by Adani Group, was awarded through international bidding. Under a joint venture with the Maharashtra government, Navbharat Mega Developers Private Ltd (NMDPL) will construct housing and commercial units, which will then be handed over to the DRP/SRA for allocation based on survey findings. Srinivas also serves as the chairman of NMDPL.

The project aligns with the 2034 Development Control and Promotion Regulation (DCPR) of Maharashtra. A clause under Section 33(10) mandates that any VLT land in Dharavi automatically transfers to the DRP/SRA upon the project's approval. This ensures that land earmarked for public purposes like the DRP is legally acquired for redevelopment.

Srinivas highlighted the strong support from Dharavi residents during the survey process and expressed confidence in the participation of former VLT landowners. He also extended an invitation to private landowners, such as those in Koliwada and other private societies within the DNA, encouraging them to join the world's largest urban rejuvenation project.

Originally, the VLT scheme was introduced by the Brihanmumbai Municipal Corporation (BMC) to protect vacant land from encroachment and ensure its availability for civic use when required. Mumbai hosts several VLT plots, primarily in areas like Parel, Dadar, Mahim, and Sion.

The Adani-led redevelopment initiative focuses on more than just housing. Plans include sustainable transportation systems, modern infrastructure, and vocational training to equip Dharavi's youth with eco-friendly skills and job opportunities. These measures aim to create a prosperous and environmentally conscious future for the community.

Eligible Dharavi residents will receive free flats up to 350 sq. ft. as part of the USD 3 billion project. The ongoing survey aims to identify residents and businesses eligible for rehousing in Dharavi or relocation elsewhere. The redevelopment plans promise low-cost, affordable housing while addressing the community's broader socio-economic needs, transforming Dharavi into a world-class district.
