Patna landowners get extended deadline to upload records under special survey

Patna landowners can now upload land details via self-declaration on the Revenue and Land Reforms Department's portal, with the deadline extended to February 2024. This follows the state's special land survey, initiated to update records last surveyed in 1911. Verification, claims, and objections will follow, ensuring transparency and accuracy. The Bihar cabinet also approved INR 49.73 crore for eco-tourism in Kaimur, INR 98.65 crore for Matsyagandha Lake, and INR 890.14 crore for the Akshar Aanchal Yojana to uplift marginalized communities. Additional funding supports education and ministerial housing, reflecting Bihar's efforts to modernize infrastructure and address socio-economic challenges.

Landowners in Patna can now upload their land details by way of self-declaration on the Revenue and Land Reforms Department's website. The deadline for this has been extended to February next year, which is within 180 working days from the commencement of the special survey that was ordered by the government in August. The state cabinet had earlier this week approved the government's decision to grant landowners a full 180 working days for uploading the self-declarations.


The documents to be uploaded include records of plots and their respective 'vanshavali' (family tree or lineage) details, along with any other relevant information. The last cadastral survey of land was carried out in 1911. The Nitish Kumar government had initiated the special survey of land records to account for significant changes in land ownership over the past century due to familial divisions.

Additional Chief Secretary of the Cabinet Secretariat Department, S Siddharth, stated that the survey must be completely accurate, transparent, and completed swiftly to the satisfaction of all stakeholders. He mentioned that there had been complaints regarding the procurement and updating of land records. As a result, the government had decided to extend the period for uploading land details to 180 working days, with the new deadline being February next year.

After the uploading process, the verification of maps of the concerned revenue villages will take 90 working days, while claims and objections from landowners will be accepted for 60 working days. These claims and objections will be addressed within 60 working days, with an option to extend this period by 90 days after the final publication of the records, if deemed necessary.

In other decisions, the cabinet sanctioned INR 49.73 crore for developing Karamchat in Kaimur district as an eco-tourism and adventure hub, as it is located near a bird sanctuary. Similarly, INR 98.65 crore was sanctioned for creating tourist facilities near Matsyagandha Lake in Saharsa district. The cabinet also approved amendments to the state government's rules regarding the procurement of utilities and services from both domestic and international sources, adapting to global technological advancements.

Furthermore, the cabinet approved INR 890.14 crore for the 2024-25 plan fund to implement the Akshar Aanchal Yojana, aimed at supporting Mahadalit, Dalit, and Extremely Backward Classes (EBC) groups from minority sections. Administrative approval was also granted for INR 78.28 crore spent on the construction of a residential campus for ministers in Patna. Additionally, the creation of new posts for teaching and non-teaching staff was approved for various educational institutions, including Jaya Prakash Narayan University in Chhapra and Bhola Prasad Singh College in Gopalganj.

The government has taken significant steps to modernise land records by extending the deadline for landholders to upload their details, responding to past complaints and ensuring the transparency and accuracy of the process. The focus on updating land records comes after more than a century since the last cadastral survey. Moreover, the cabinet's approval for various developmental projects, including eco-tourism initiatives and educational advancements, demonstrates a commitment to both economic and social growth. These measures aim to benefit marginalized communities while enhancing infrastructure across the state.
