The Noida Authority has directed Suraksha Realty to take over the maintenance of Jaypee Kosmos after the developer's subsidiary ceased operations on January 1, 2025. The maintenance services, including housekeeping and security, had been suspended, and residents were left without support. Despite proposals from Suraksha to hand over maintenance to the apartment owners' association, the Noida Authority determined that the project was far from complete. The residents raised concerns about incomplete infrastructure and the lack of green spaces, and Suraksha was instructed to provide a comprehensive breakdown of common areas for verification.
Noida Authority has instructed Suraksha Realty, which took over the operations of all Jaypee Infratech Limited (JIL) projects following insolvency proceedings in May 2024, to assume responsibility for the maintenance of Jaypee Kosmos in Sector 135. This follows the decision by the developer's subsidiary firm to cease operations from January 1, halting its support for housekeeping and security services, including the manpower and financial backing for these essential services.
During a mediation session on January 6, Noida Authority warned Suraksha Realty of legal action unless the maintenance services were resumed until the completion certificate for the partially completed project was granted.
Earlier in November 2024, Jaiprakash Associates Limited-Facility Management Group (JAL-FMG), which had been managing the maintenance of the society since 2015, requested the apartment owners' association (AOA) to take over the responsibilities for housekeeping and related services. However, the AOA soon filed a complaint with Noida Authority, expressing its inability to manage these services. This was due to the failure of JAL-FMG to transfer the bank accounts or the balance of charges that had already been collected from residents. Furthermore, residents pointed out that several towers and key infrastructure, including electricity facilities, remained incomplete, and there was an outstanding water bill.
In the mediation meeting, Suraksha Realty proposed to hand over the responsibility to the residents' association, citing that the Kosmos project was nearly complete with essential infrastructure such as power, plumbing, and sanitation in place. However, after reviewing the situation, the ACEO of Noida Authority concluded that the project was far from completion, making the proposed handover neither legally viable nor practical at this stage.
Suraksha also stated that maintenance operations were running at a loss due to the AOA's reluctance to increase service charges. In response, the Kosmos AOA submitted the full Wish Town layout and raised concerns about the lack of green spaces in the condominium. Pushkar Singh, a resident of the society, added that Suraksha had been instructed to provide a detailed breakdown of the common areas within the Kosmos cluster, including community spaces, green areas, commercial zones, healthcare facilities, and transport infrastructure. These details are set to undergo verification by the Noida Authority.
The issue surrounding the maintenance of Jaypee Kosmos highlights the challenges faced by residents in incomplete projects and the shifting responsibilities between developers and residents' associations. Noida Authority's involvement ensures that the maintenance services are restored and the project's final phases are closely monitored. With further scrutiny on the project's infrastructure, it remains clear that additional work is needed before any official handover can take place, and the residents' concerns regarding space and infrastructure must be addressed.
