Maharashtra Chief Minister Devendra Fadnavis recently announced the implementation of unique identity (UID) markers for infrastructure projects to enhance operational efficiency and transparency. Similar to the Aadhaar system, UIDs aim to eliminate redundancies, ensure budget discipline, and streamline project planning, addressing issues like cost overruns highlighted in a 2018 CAG report. Additionally, all project details will be integrated into platforms like the PM Gatishakti portal for better tracking. The government also plans to unify welfare programs on a single IT platform to resolve inefficiencies in benefit delivery. Complementing these reforms, the 'E-cabinet' initiative will digitize cabinet operations, underscoring Maharashtra's commitment to technology-driven governance for equitable growth and transparency.
According to Maharashtra Chief Minister Devendra Fadnavis, in order to increase operational efficiency and transparency, unique identity (UID) markers would be applied to all infrastructure projects in the state. He made the point at a recent cabinet meeting that previous instances of departments' efforts colliding had resulted in large financial losses. Several governmental projects experienced cost overruns as a result of redundancy and inadequate planning, according to a 2018 study by the Comptroller and Auditor General (CAG). All project information, including schedules, will be posted to websites such as the Maharashtra Remote Sensing Application Centre and the PM Gatishakti portal, according to Fadnavis. He emphasised that Maharashtra had previously come under fire for approving projects on a whim, which frequently caused important infrastructure development to be delayed. The implementation of UIDs is anticipated to promote methodical planning and guarantee equitable growth throughout the state. The duty of completing the UID framework and providing a report to the Chief Minister has been assigned to a committee that includes top officials like Saurabh Vijay and Rajgopal Deora.
The government also wants to consolidate all social development organisations onto a single IT platform. This action aims to solve previous inefficiencies in providing benefits to the intended recipients by combining welfare programs run by several authorities. Because many social programs were not integrated, the government experienced difficulties in 2017 making sure that welfare payouts reached qualified residents. This integration endeavour will be implemented under the direction of a committed committee that includes Aseem Gupta and Chandrakant Pulkundwar.
The 'E-cabinet' proposal, which aims to shift cabinet activities to a paperless system, was also approved, according to Fadnavis. In keeping with the government's aim to embrace technology for more effective governance, agendas and proposals will soon be posted to tablets. This is consistent with previous state initiatives to digitise public services, such the 2016 push to provide online applications for government programs.
