Gautam Budh Nagar authorities to unify industrial plot allotment policies

Synopsis

The three development agencies in Gautam Budh Nagar-Noida, Greater Noida, and Yamuna Expressway are scheduled to unify their industrial plot allocation procedures after more than 14 years of delays. The authorities have been directed by Chief Secretary Manoj Singh to standardize their policies and submit them for final approval. Plots up to 8,000 square meters will be put up for sale, while bigger plots will be distributed using objective criteria and interviews, according to the updated policy. Although the policy seeks to streamline procedures and encourage openness, questions have been expressed on how it might affect MSMEs and small businesses.

The Yamuna Expressway, Noida, and Greater Noida administrations' industrial property allocation rules in Gautam Budh Nagar are finally going to be merged after more than 14 years of delays. The three authorities were recently instructed by Chief Secretary Manoj Singh to complete the standardized policies and submit them for final approval. With two methods of allocation for industrial plots, the updated policy seeks to increase openness and lessen bureaucratic complexity.


An auction mechanism will be used to distribute plots up to 8,000 square meters, with real entrepreneurs rather than investors being given preference. Allotments for plots greater than 8,000 square meters will be determined by objective criteria and interviews. Singh emphasized the significance of developing a clear and open strategy that would draw investment and promote industrial growth in the area. Singh is also the industrial commissioner of Uttar Pradesh and the chairman of the boards of the Noida and Greater Noida Authorities.

When the Greater Noida Authority engaged the chartered accounting firm Sarc and Associates to create a uniform framework in 2010, the process of unifying the policies got underway. Even though development started in October 2010, logistical issues caused delays, and the project languished for more than ten years. Singh brought the project back to life in 2022 by ordering the three agencies to extend their agreement with Sarc and Associates. Additionally, Soumya Srivastava for Greater Noida, Sanjay Kumar Khatri for Noida, and Kapil Singh for Yamuna Expressway were designated nodal officers by the authorities.

To evaluate the current rules and create new standard operating procedures, the finance controllers and nodal officers of all three authorities convened in December 2023 for a pivotal meeting. Following the approval of cost-sharing arrangements, Sarc and Associates went back to work creating the unified policy. The completed policy document, which standardized eligibility requirements, lease conditions, and rent structures in an effort to streamline and improve the transparency of the industrial land allocation process, was introduced in October 2024.

The inconsistent allocation procedures, which have fluctuated between objective criteria, interviews, and e-tendering forms, necessitated the creation of a single policy. These discrepancies caused issues and possibly resulted in the suspension of industrial land allocations. The change from e-tendering to an objective selection procedure without the required authorization was criticized by Industrial Minister Nand Gopal Gupta Nandi, which prompted this action. Resolving these problems and establishing a more stable system are the goals of the unified policy.

Industry representatives, however, are concerned about the new strategy, especially in light of its effects on MSMEs and small businesses, who are important employers. The Industrial Entrepreneurs Association's former president, PK Tiwari, voiced concern that the policy ignores small enterprises and gives preference to big, well-funded businesses. He plans to formally bring up these concerns with the administration and argued that a draw-of-lots approach would have been more egalitarian.

An important step toward developing a more open and effective system has been taken with the harmonization of the industrial plot allocation regulations. It seeks to encourage investment and streamline allocation processes, but in order to guarantee balanced growth in all sectors, it is imperative that small industry concerns are taken into consideration.

The long-awaited overhaul of Gautam Budh Nagar's industrial site allocation policies is being unified, which would expedite the procedure and encourage investment. Creating transparency, streamlining allocations, and lowering administrative barriers are the goals of the new policy. But because of its emphasis on big businesses, there are worries that small businesses and MSMEs, which are crucial to employment development, may be left out. For the policy to benefit all sectors and support inclusive economic growth, these issues must be resolved.
