Telangana to mandate GPS for land registrations under new Bhu Bharathi Act

The Telangana government is addressing land registration irregularities through the Bhu Bharathi Act, replacing the RoR Act, 2020. The Act mandates GPS coordinates for registering agricultural properties, aiming to prevent fraud, such as double registrations and illegal sales. Licensed surveyors will map land parcels, integrating these maps into digital records, pattadar passbooks, and village maps. A unique Bhu Dhar number will be assigned to each parcel to improve transparency. The state plans comprehensive land surveys, leveraging earlier laws and seeking central funding. Experts believe these measures will enhance clarity in land transactions and streamline property ownership records.

The Telangana government is taking steps to address irregularities in land registrations and prevent fraudulent practices, including double registrations and illegal land sales. To achieve this, it has proposed making GPS coordinates mandatory for registering agricultural properties. This initiative is part of the recently introduced Bhu Bharathi (Right of Records) Act, which replaced the RoR Act, 2020, and aims to streamline land record management through digital surveys and mapping.


Complaints of fraud in land transactions have been on the rise in Telangana. Many cases involve individuals altering or masking original survey numbers to sell the same piece of land multiple times or illegally sell government-owned lands. These practices have caused confusion and disputes over land ownership.

To combat these issues, the government plans to integrate GPS coordinates, including latitude and longitude, into the land registration process. This system has already been successfully implemented in states like Karnataka. Licensed surveyors will carry out this task, and Telangana plans to double its current workforce of 1,000 licensed surveyors to speed up implementation.

The GPS-based system will also incorporate rough maps of land parcels during the registration process, as required under Sections 5 and 7 of the Bhu Bharathi Act. These maps will outline boundaries and the extent of properties, adding clarity to both agricultural and non-agricultural land records.

Digital mapping will be included in registrations, with the maps being reflected in pattadar passbooks under Section 10 of the Act. Tippan maps, which include basic survey sketches, and village maps showing land sub-divisions will also be integrated in phases under Section 13. Additionally, when a land parcel is divided into smaller portions, such as 1/2 or 1/3, these sub-division details will be clearly shown in maps to avoid confusion during transactions. To improve record-keeping and prevent overlap or fraud, the government will assign a unique Bhu Dhar number to each land parcel. Further, new pattadar passbooks with barcodes will be introduced to address the issue of fake documents and malpractice.

The state has also outlined plans for a comprehensive land survey and re-survey under Section 4 of the Bhu Bharathi Act. This initiative will use the framework of earlier laws such as the Telangana Survey and Boundaries Act, 1923, and the Telangana Land Revenue Act, 1907. The resurvey programme will cover every village in the state and may receive financial assistance from the central government. For reference, Andhra Pradesh has already surveyed 2,000 villages under a similar scheme.

Land law expert and Dharani Committee member M. Sunil Kumar noted that these measures are designed to eliminate irregularities in land registrations and improve transparency. He highlighted that GPS-based mapping will significantly reduce confusion over sub-divided land parcels and provide clearer records for property transactions.

The state government is in the process of finalising rules for implementing the Bhu Bharathi Act. A notification will soon outline the details of these measures, which are expected to bring greater transparency and efficiency to land management in Telangana.
