Ghaziabad leads UP in RC recoveries with 77% success rate and lowest pendency

Ghaziabad has achieved a 77% recovery rate for recovery certificates (RCs) issued to defaulting developers by UP RERA, marking the lowest pendency rate (23%) in Uttar Pradesh. Of 699 RCs worth INR 204.47 crore, 365 valued at INR 94.31 crore remain pending. In contrast, GB Nagar recovered INR 405.03 crore but faces a 72.21% pendency. Challenges include developers' out-of-district addresses, delaying enforcement. Despite fewer projects than GB Nagar, Ghaziabad's focused efforts benefit homebuyers, setting a benchmark for RC recoveries in the state. Moving forward, the city aims to further reduce pendency and enhance regulatory compliance.

Nearly 77% of the recovery certificates (RCs) issued to defaulting developers by the Uttar Pradesh Real Estate Regulatory Authority (UP RERA) have been successfully realised in Ghaziabad. This achievement positions the city as having the lowest pendency rate for RC recoveries in Uttar Pradesh.


According to data from the Board of Revenue, Ghaziabad currently has a pendency rate of 23%, significantly lower than GB Nagar's 72.21% and Varanasi's 94.05%. The recovery process is overseen by the district administration, which enforces UP RERA's orders.

An official from the district magistrate's office noted that over the years, 699 RCs worth INR 204.47 crore were issued to developers and subsequently executed. Despite this progress, 365 RCs valued at INR 94.31 crore remain pending, accounting for just 22.93% of the total RCs issued. In comparison, GB Nagar has recovered 1226 RCs worth INR 405.03 crore, the highest amount in the state. However, it also has a substantial backlog, with 4071 RCs valued at INR 1512.9 crore still pending.

The official attributed Ghaziabad's success to the relatively smaller number of projects and cases filed with UP RERA compared to GB Nagar. He highlighted that Ghaziabad has been instrumental in helping homebuyers achieve the highest percentage of RC recoveries in the state. Moving forward, efforts will focus on further reducing the pendency rate.

One major hurdle in executing RC orders, the official explained, is that many developers have official addresses outside the district or even the state. This complicates enforcement as the local administration must refer such cases to the relevant district authorities, causing delays.

Meanwhile, Lucknow has managed to realise 423 RCs worth INR 88.74 crore, but 600 RCs valued at INR 88.65 crore remain pending.

Ghaziabad has set an exemplary record in RC realisation, outperforming other districts in Uttar Pradesh. Despite facing challenges such as jurisdictional issues with developers' addresses, the city's administration has maintained a focused approach to recovery. As efforts continue, Ghaziabad aims to further lower its pendency rate, strengthening its position as a leader in regulatory compliance and homebuyer support.
