The Bombay High Court dismissed a plea challenging the Adani Group's tender for the INR 23,000 crore Dharavi Redevelopment Project, clearing the way for one of India's largest urban renewal initiatives. The project, in partnership with the Maharashtra government, promises sustainable living for over one million Dharavi residents, offering new flats with improved amenities and in-situ rehabilitation for eligible tenants. Despite controversies, the project adheres to government resolutions and ESG standards.
The Bombay High Court recently dismissed a plea challenging the tender awarded to the Adani Group for the Dharavi Redevelopment Project. This legal challenge had been filed by a private firm that contested the award, following the cancellation of the previous tender in 2019. The petitioner had sought a fresh tender process, but the court dismissed the plea, granting substantial relief to the Adani Group.
The Dharavi Redevelopment Project, one of India's largest urban renewal ventures, has attracted significant controversy. Earlier this year, Gautam Adani, Founder and Chairman of the Adani Group, emphasised that the redevelopment is not merely about urban renewal, but about restoring dignity to over one million residents. He stressed that the project aims to create an ecosystem of sustainable living and transform Dharavi, the world's largest slum, over the next decade. The project is being undertaken in partnership with the Maharashtra government.
As per the agreement, eligible residential tenants in Dharavi will receive new flats equipped with independent kitchens and toilets. The new homes will have a minimum size of 350 square feet, which is reportedly 17 per cent larger than the average size in Mumbai's other slum redevelopment projects. The redevelopment project, valued at INR 23,000 crore, has faced opposition, with some critics alleging that it would disproportionately benefit the Adani Group. However, sources close to the project clarified that the railway land had been acquired at a premium of 170 per cent above the prevailing market rate. Regarding concerns raised by Dharavi residents, it was clarified that the project follows government resolutions to ensure no displacement. Residents living in tenements built before January 1, 2000, are eligible for in-situ rehabilitation within Dharavi, while others will receive homes under the Pradhan Mantri Awas Yojana outside the area.
The project also follows strict Environmental, Social, and Governance (ESG) standards, including plans to plant thousands of trees to increase green cover. Furthermore, the Adani Group has already planted over four million trees across India and has committed to planting one trillion trees. In response to concerns regarding land allocation, sources close to the project clarified that the land will not be directly transferred to the Adani Group, but instead to the Dharavi Redevelopment Project Private Limited (DRPPL). They assured that the necessary procedures under the Maharashtra Land Revenue (Disposal of Government Lands) Rules, 1971, had been followed.
It was also suggested that the government should conduct the survey for the redevelopment rather than the Adani Group. However, DRPPL clarified that, as with other Slum Rehabilitation Authority (SRA) projects in Maharashtra, the redevelopment project, along with SRA, is conducting the survey with third-party experts. DRPPL's role remains limited to facilitating the process, ensuring that the survey is impartial and in line with government standards.
The dismissal of the plea by the Bombay High Court is a significant victory for the Adani Group in the controversial Dharavi Redevelopment Project. With promises of enhanced living conditions and adherence to environmental standards, the project seems set to move forward in partnership with the Maharashtra government. The group's commitment to social responsibility and sustainability continues to be a key focus, as they aim to address the needs of Dharavi's residents and the environment.
