Telangana introduces Record of Rights bill to resolve Dharani portal issues

Synopsis

The Telangana government has introduced the Record of Rights (RoR) bill to address long-standing issues stemming from the Dharani portal, including appeals, land record corrections, and succession disputes. Key amendments to the Bhu Bharati Act empower revenue officers, simplify processes, and allow applicants to track their requests via mobile devices, enhancing transparency. Over 9.24 lakh pending applications are set to be resolved, including 18 lakh acres in Part B land, granting farmers access to Rythu Bandhu benefits. By addressing land disputes and enabling the registration of Sada Bainamas, Telangana aims to streamline land administration and improve property transaction accuracy statewide.

Farmers and landowners voiced a number of issues following the establishment of the Dharani portal four years ago in order to unify land data. To address important issues such revenue court appeals, forbidden land parcels, land record corrections, mutations, and succession, the Telangana government responded by introducing the Record of Rights (RoR) bill. The new measure now addresses these problems and offers workable answers.


In order to address these issues, the government intends to amend the Bhu Bharati Bill with additional sections, give revenue officers more authority, and bring back some of its earlier features. The majority of the problems that arose with the Dharani portal are intended to be resolved by these modifications. Large tracts of land had been put on a forbidden list, which stopped transactions, and the tax agency had more than two lakh Dharani-related applications pending until last year. For even small modifications, farmers frequently had to go to district offices.

The government has simplified and added additional elements to the procedure, enabling applicants to monitor the status of their applications on their mobile devices. It is anticipated that this new system would increase transparency throughout the process. In order to settle disagreements, particularly those involving land purchases, an appellate process has also been established at several levels.

The government has made settling land entries in Part B, which spans 18 lakh acres, a top priority, according to Revenue Minister Ponguleti Srinivas Reddy. After the issue is settled, farmers will be eligible for the passbooks and Rythu Bandhu benefits that were previously denied to many of these parcels.

Along with addressing succession and contentious land issues, the new measure permits land record adjustments without a court ruling. In order to address concerns with Sada Bainamas, the Bhu Bharati Act has been modified to permit the registration of properties on "Abadi" and "Gramme Kantam" lands. With these reforms, Telangana's land administration would be streamlined and more than 9.24 lakh pending applications will be resolved.

Long-standing problems with the Dharani portal are addressed in the Telangana government's new Record of Rights bill, which focusses on settling land record disputes and expediting procedures.
