The Bihar state cabinet has approved several initiatives, including a scheme providing INR 1 lakh to landless families to purchase homestead land directly from private sellers. This approach addresses the challenge of private landowners' reluctance to sell at below-market rates, ensuring housing security for more families. Additionally, the cabinet increased the dearness allowance for government employees from 50% to 53%, effective July 1, to offset rising living costs. Rural infrastructure will benefit from the Rural Roads Strengthening Programme and INR 814 crore allocated for elevated roads and bridges. Investments in education and skill development, including new ITIs and a residential school, further highlight the government's commitment to holistic development.
The Bihar state cabinet has approved a proposal that will provide INR 1 lakh to each eligible family to help them buy homestead land. This decision aims to address the ongoing challenges district administrations face in persuading private landowners to sell their land at lower prices, which is necessary for landless families to secure housing.
Currently, many private landowners are reluctant to sell their land at the official minimum value rate (MVR), which is often below the market rate. To overcome this hurdle, the government has introduced a scheme named after the chief minister, allowing families to directly purchase land from private sellers. This approach is expected to expedite the process of land acquisition for those in need, ensuring that more families can obtain secure housing.
In addition to the land scheme, the cabinet approved a 3% increase in the dearness allowance (DA) for government employees, effective from July 1. This adjustment raises the DA from 50% to 53%, aligning it with recent increases made by the central government. This change aims to help employees cope with rising living costs and improve their financial stability.
The cabinet also took steps to enhance rural infrastructure by approving the Rural Roads Strengthening and Management Programme. This initiative will classify all rural roads for necessary upgrades and maintenance, with a seven-year plan to ensure they remain in good condition. The government aims to improve transportation and support economic development in rural areas through this program.
Furthermore, the cabinet allocated INR 814 crore for the construction of an elevated road and bridges across the Bagmati River as part of the Bihar State Highway Project-IV. This funding will also cover the construction of major and minor bridges along NH-57, improving connectivity in various regions, including Garha, Hathaudi, Atrar, Bavangama, and Aurai.
In an effort to enhance educational opportunities, the cabinet approved INR 46 crore for a new 720-seat Dr. B.R. Ambedkar Residential School in the Deo block of Aurangabad. Additionally, INR 102 crore was allocated for the operation of nine industrial training institutes (ITIs) and 11 skill development centers, including new ITIs planned for districts affected by left-wing extremism.
Finally, the cabinet approved an increase in the monetary rewards for police personnel honored with the Shaurye award, as well as enhanced compensation for their families in the event of their death. This recognition aims to support and honor the sacrifices made by police personnel in the line of duty.
These decisions reflect the Bihar government's commitment to improving living conditions, enhancing infrastructure, and supporting its workforce. By addressing the needs of homeless families and investing in rural development, the state aims to foster growth and stability for its residents.
