UP-RERA, the Uttar Pradesh Real Estate Regulatory Authority, is taking a step towards modernization by seeking the expertise of Indian consulting and information technology firms. The authority has called for expressions of interest to develop an intelligent quasi-judicial decision-making system known as the "Smart Court." By leveraging emerging technologies like artificial intelligence (AI), machine learning, and natural language processing, UP-RERA aims to enhance its complaint processing capabilities, ensuring efficiency, fairness, explicability, and speed.



The ongoing COVID-19 pandemic has accelerated the digitization of various sectors, including the judicial system. Virtual courts and online dispute resolution mechanisms have gained significant traction. UP-RERA acknowledges this shift and recognizes the potential of utilizing these technologies to improve its operations. The Smart Court initiative will utilize AI, machine learning, and natural language processing in multiple areas, ranging from scheduling hearings to intelligent case prioritization, cause list creation, case notifications, tracking, and even complex tasks like the discovery and review of evidentiary documents.



The introduction of AI technology will enable the development of three key categories of systems within the quasi-judicial framework. Firstly, supportive systems will provide information, support, and advice to users of the quasi-judicial systems. These systems aim to enhance the overall experience and understanding of the processes involved. Secondly, function-based automation systems will replace humans in performing routine tasks and activities, streamlining operations and reducing the burden on human resources. Finally, autonomous systems will assist presiding officers in decision-making, providing them with valuable insights and information to aid in reaching fair and just judgments.



Interested Indian consulting and information technology firms are encouraged to submit their expressions of interest (EOI) by May 26, 2023, up to 03:00 pm. UP-RERA is seeking firms with expertise in conceptualizing, developing, and implementing the Smart Court system. The chosen firms will play a crucial role in shaping the future of the quasi-judicial decision-making process, utilizing cutting-edge technologies to revolutionize the way complaints are processed and resolved within the real estate regulatory framework.



This initiative by UP-RERA marks a significant step forward in embracing technological advancements to enhance the efficiency and effectiveness of the judicial system. By leveraging AI, machine learning, and natural language processing, the Smart Court aims to provide a seamless and user-friendly experience for complainants while ensuring a fair and expeditious resolution of cases. With the deadline for EOI submission approaching, Indian consulting and information technology firms have a unique opportunity to contribute to the transformation of the real estate regulatory landscape in Uttar Pradesh.
