Key policy changes by the Delhi Development Authority (DDA) include increased Floor Area Ratio (FAR) for residential and commercial components, offering developers greater flexibility and financial viability. At least 40% of plots must be used for housing, ensuring slum residents remain in their neighborhoods. By integrating slum rehabilitation with commercial opportunities, the scheme aims to provide dignified housing, promote social mobility, and foster inclusive urban growth, ahead of the Assembly elections.
In a significant move aimed at improving housing conditions for slum dwellers, Lieutenant Governor VK Saxena has approved the redevelopment of slum areas under the "Jahan Jhuggi Wahin Makaan" scheme. This decision, made during a meeting of the Delhi Development Authority (DDA), is expected to attract more developers to participate in in-situ slum rehabilitation projects, thereby increasing the number of homes available for those in need.
The recent policy changes are designed to make redevelopment projects more feasible. By relaxing density regulations and adjusting land use allocations, the DDA aims to encourage a broader range of stakeholders to engage in these initiatives. Key modifications include an increase in the Floor Area Ratio (FAR) for both residential and commercial components of the projects. For plots over 2,000 square meters, the FAR has been raised from 300 to 500 for commercial use and from 400 to 500 for residential purposes. This change is intended to maximise the use of space and improve the financial viability of the projects for developers.
With these adjustments, at least 40% of the plot area must be dedicated to residential housing, while the remainder can be used for commercial purposes. Additionally, any unused FAR from the residential component can now be applied to the commercial areas, offering developers more flexibility and potential for profit. This approach not only aims to provide adequate housing for slum residents but also seeks to create commercial opportunities that can benefit the broader community.
The initiative, which coincides with the upcoming Assembly elections in Delhi, is part of a larger strategy to enhance urban living conditions. By providing modern housing and essential public amenities, the program seeks to empower slum residents, giving them ownership titles and a sense of stability. This is a crucial step toward integrating slum dwellers into the formal urban environment, promoting social mobility, and improving overall quality of life.
Furthermore, the policy allows for the clubbing of plots within a five-kilometre radius, enabling developers to create multi-storey complexes specifically for slum rehabilitation. This innovative approach not only addresses the immediate housing needs but also fosters a sense of community among residents. The DDA emphasises that the goal is to accommodate 100% of the beneficiaries in-situ, ensuring that slum dwellers remain within their neighborhoods while gaining access to better living conditions.
The approved proposal will be forwarded to the Ministry of Housing and Urban Affairs for final notification, marking a significant step in Delhi's efforts to tackle urban poverty and improve housing standards. As the city prepares for these changes, stakeholders are hopeful that this initiative will lead to a more inclusive urban landscape, where all residents can enjoy the benefits of dignified housing and improved infrastructure.
This redevelopment plan reflects a growing recognition of the need for sustainable urban development that addresses the challenges faced by marginalised communities.
