Joint commissioners will now handle discrepancies between INR 1 lakh and INR 10 lakh, while additional commissioners oversee issues between INR 10 lakh and INR 20 lakh. The commissioner addresses larger discrepancies. A 2022 survey by a private agency uncovered database errors, including inaccuracies in names, addresses, and property sizes. Property tax rates vary based on plot size, ranging from INR 1 to INR 10 per square yard and apartment carpet area, starting at 50 paise per square foot.
The Municipal Corporation of Gurugram (MCG) has empowered zonal taxation officers to address property tax assessment discrepancies involving amounts up to INR 1 lakh. This decision aims to simplify the resolution process for residents by eliminating the need to approach higher-ranking officials such as joint or additional commissioners for minor corrections. According to an MCG official, this change allows zonal taxation officers, who primarily focus on taxation duties, to allocate more time to resolving these discrepancies efficiently and promptly.
Previously, joint commissioners had the authority to resolve assessment issues up to INR 50,000. Their scope of responsibility has now expanded to handle cases involving discrepancies between INR 1 lakh and INR 10 lakh. Additional commissioners, on the other hand, now oversee discrepancies ranging from INR 10 lakh to INR 20 lakh. For cases exceeding INR 20 lakh, the commissioner assumes responsibility, ensuring a tiered approach to tax-related grievances.
Errors in property tax assessments largely stem from inaccuracies in the database. A private agency conducted a state-wide property tax survey in January 2022, uncovering these issues. The survey aimed to update Haryana's property tax records but inadvertently introduced errors, including incorrect property sizes, names, and addresses. Many property owners also reported discrepancies in their newly issued property identification numbers, resulting in significant challenges and an unreliable database.
The property tax rates in Gurugram depend on the size and type of property. The MCG imposes a tax of INR 1 per square yard on residential plots up to 300 square yards. Plots measuring 301 to 500 square yards incur a tax of INR 4 per square yard, while those spanning 501 to 1,000 square yards face a rate of INR 6 per square yard. For plots sized between 1,001 square yards and two acres, the tax rate rises to INR 7 per square yard, and those exceeding two acres incur INR 10 per square yard.
The authority calculates apartment taxes based on the carpet area. The MCG taxes units with a carpet area of up to 2,000 square feet at 50 paise per square foot. It levies a tax rate of INR 1.2 per square foot on apartments measuring 2,001 to 5,000 square feet, while units exceeding 5,000 square feet incur a tax of INR 1.5 per square foot.
By delegating the authority for tax corrections, the MCG aims to improve the efficiency of the property tax system. Empowering zonal officers to address smaller discrepancies ensures faster resolution and reduces bureaucratic delays. These measures, coupled with a clear tax rate structure, reflect the MCG's commitment to transparency, accountability, and streamlined operations.
