Madhya Pradesh has revolutionised property registration with Sampada 2.0, a cutting-edge digital platform introduced in 2024. Offering office-based, remote, and faceless registration options, it eliminates manual intervention through AI and GIS integration. The platform ensures accurate property identification, real-time data synchronization, and instant document delivery via WhatsApp and email. Complemented by Cyber Tehsil, which automates land mutation processes, Sampada 2.0 addresses longstanding challenges in property registration. It integrates seamlessly with critical databases, reducing delays and fraud risks. Madhya Pradesh's citizen-centric approach, backed by investments in digital infrastructure and local talent, sets a new benchmark for ease of living and governance.
India's rank of 154 among 190 countries in the World Bank's 2019 'Registering Property' parameter highlights significant challenges in property registration. However, Madhya Pradesh has emerged as a reform leader, achieving 'Achiever' status in the World Bank and DPIIT's BRAP 2022 rankings. Implementing over 350 reforms, the state streamlined land administration, tax filing, inspections, and construction permits, ranking 4th in Ease of Doing Business in 2019.
Property registration in India remains complex and time-consuming, with physical checks for valuation, ownership changes, and geographical verification causing delays. The dependency on intermediaries increases the risk of fraud. Citizens often visit multiple offices for services like property and water tax registration, making the process exhaustive. At sub-registrar offices, limited appointments, witness requirements, and manual verifications further complicate transactions.
In 2024, Madhya Pradesh launched Sampada 2.0 (Stamps and Management of Property and Documents Application), a revolutionary digital platform for property registration that minimizes human intervention. The system features three innovative registration approaches: Office-based Registration, which enhances traditional methods with instant digital delivery; Remote Registration, allowing secure property registration through video conferencing; and Faceless Registration, a continuous service that operates 24/7 without direct official interaction. This initiative aims to streamline the property registration process and improve accessibility for all users.
Sampada 2.0 integrates AI and GIS mapping for accurate property identification, fraud detection, and seamless property record updates. GIS technology ensures precise property mapping and legal accuracy, while video-based KYC provides secure Aadhaar-based identity verification. Citizens receive documents instantly through WhatsApp and email post-registration.
Sampada 2.0 connects with critical databases like Record of Rights (RoR), property tax registers, GSTN, and the Registrar of Companies for real-time data synchronization, eliminating the need for multiple department visits. Payments are processed through an integrated cyber treasury, and ownership records are automatically updated. Digitization of pre-2008 documents is underway, with delivery ensured within three days for non-digitized records.
Sampada 2.0's user-friendly portal democratizes property registration with self-registration features, comprehensive guides, FAQs, and instructional videos, making the process accessible to all citizens. Cyber Tehsil complements Sampada 2.0 by digitizing land mutation processes, eliminating manual interventions. Mutation cases are auto-initiated post-sale, with simple cases resolved within 15-17 days. In 2024, over 2 lakh cases were processed, showcasing public service efficiency.
Madhya Pradesh's investments in local technical talent have ensured the sustainability and scalability of these platforms. Sampada 2.0's integration with Aadhaar and PAN-based e-signatures sets a blueprint for national adoption. The "ask once" policy and electronic document delivery streamline processes, saving time and resources. Through these innovations, Madhya Pradesh has positioned itself as a leader in ease of doing business, creating a replicable model of citizen-centric governance and driving India's digital transformation.
In conclusion, Sampada 2.0 and Cyber Tehsil demonstrate Madhya Pradesh's leadership in digital property registration, delivering efficiency, transparency, and accessibility. With its scalable and replicable model, the initiative has positioned the state as a pioneer in citizen-centric governance. These innovations not only simplify property transactions but also provide a blueprint for transforming ease of living and doing business across India.
