With just a week left to settle property tax arrears under the One-Time Settlement (OTS) scheme, around 200,000 out of 390,000 defaulters owe a staggering INR 373 crore. The Bruhat Bengaluru Mahanagara Palike (BBMP) has confirmed that no further extensions will be granted beyond November 30, urging defaulters to pay their dues to avoid steep penalties. As of mid-November, the BBMP has collected INR 360 crore of the INR 733 crore owed. As part of its recovery efforts, the BBMP has begun attaching and sealing properties.
With just about a week remaining to settle property tax arrears under the One-Time Settlement (OTS) scheme, approximately 200,000 out of 390,000 defaulters have yet to pay their dues totalling INR 373 crore.
Sources from the Bruhat Bengaluru Mahanagara Palike (BBMP) have made it clear that there will be no further extensions of the OTS deadline beyond November 30, as multiple extensions have already been granted. They urge defaulters to voluntarily revise their property tax returns and pay their dues before the deadline to avoid incurring penalties and interest. Payments made after November 30 will be more than double the amount owed due to heavy penalties and interest.
As of November 16, the BBMP has collected INR 360 crore in the 2024-25 fiscal year out of total dues amounting to INR 733 crore. The OTS program was launched in February 2024 to encourage defaulters to settle their accounts by removing interest and penalties. Following several extensions, the BBMP now plans to take serious measures from December 1 to recover outstanding dues.
At the zonal level, Mahadevapura is among the top defaulters, with nearly 50,000 property owners owing INR 96 crore, while Dasarahalli has the lowest dues at over INR 14 crore from 10,356 properties.
In recent weeks, the BBMP has begun attaching and sealing properties of defaulters as part of its efforts to collect overdue property taxes. As of November 16, a total of 82,708 properties have been attached, and over 6,381 non-residential buildings have been sealed.
In terms of property attachments, the South zone leads with 16,049 properties, while Dasarahalli has the fewest at 4,851. Conversely, the East zone has the highest number of sealed properties at 1,747, with Dasarahalli again recording the lowest at 268.
Munish Moudgil, special commissioner (revenue) for BBMP, said that the response to property attachments has been lukewarm, as it is only a notice saying that no transactions can occur on these properties. However, the sealing of properties has prompted several defaulters, including some high-profile individuals with significant dues, to pay up. But, in many cases, defaulters obtain a court stay order, or the sealed premises are already abandoned and are thus not a concern for them.
The BBMP's commitment to enforcing property tax compliance through attachments and sealings underscores the urgency of the situation. With a substantial number of defaulters still outstanding, it is crucial for property owners to take advantage of this final opportunity to clear their dues, ensuring they do not face escalating liabilities starting December 1.
