Karkardooma TOD project set to enhance connectivity and affordable housing

Synopsis

The Karkardooma transit-oriented development (TOD) project aims to enhance urban living by integrating residential, commercial, and civic facilities. With Phase I expected to be completed by March 2024 and the entire project by September 2026, the development will feature 1,524 flats, including 1,992 designated for economically weaker sections. The mixed-use project will consist of 70% residential, 10% commercial, and 20% civic spaces, along with convenient access to office complexes and the Karkardooma Metro station, promoting efficient connectivity and community living. The total estimated project cost stands at approximately INR 1,168.54 crore.

The allocation of 498 EWS flats at the Karkardooma transit-oriented development (TOD) project is expected to take some time as the Delhi Development Authority (DDA) awaits approvals from various agencies. An official mentioned that the residential complex is one of three being developed under the TOD project, with the EWS tower named Himadri. Allotment at Himadri will commence once all necessary statutory compliances, including the Real Estate (Regulation and Development) Act (RERA) registration and fire NOCs, are secured. The authority has stated that it has already begun the process to expedite these clearances.


The entire complex is being developed by the National Building Construction Corporation (NBCC). Although work at the site was completed earlier this year, the Delhi Development Authority (DDA) will take possession of the flats only after completing its inspection and fulfilling other necessary formalities. The EWS housing complex, which is part of phase I, consists of a ground floor plus 22 additional floors, along with a basement for parking. An official indicated that the DDA intends to announce a comprehensive scheme for the sale of these flats. Additionally, the authority is working on plans to finish two more residential towers, Kanchenjunga and Shivalik, by March 2025.

These two towers will feature a residential trapezium (RH) complex with 450 2BHK flats, making it the tallest with 47 floors and two basements. There is also an RH02 complex, which includes nine towers (six with 10 floors each and three with 33 floors each), providing a total of 576 flats, as stated by an official. To facilitate efficient vehicle parking, basements with ample space have been constructed. The total estimated car parking capacity for phase I is expected to accommodate 1,540 vehicles.

As part of the TOD project, which is divided into two sections, the Delhi Development Authority (DDA) aims to construct 1,524 flats in phase I by March 2025. The overall objective is to provide a total of 6,518 residential flats, including 1,992 designated for the economically weaker sections. The total estimated cost of the project is around INR 1,168.54 crore. The project has encountered significant delays since its approval in February 2015 by former Lieutenant Governor Najeeb Jung.

The Memorandum of Understanding (MoU) between NBCC and DDA was signed in 2015 and revised in 2019 to comply with the transit-oriented development policy. Work finally commenced in September 2021, yet the project has continued to experience setbacks. Lieutenant Governor VK Saxena, following a meeting with DDA officials earlier this year, stated that efforts would be made to complete phase I of the TOD project by March 2024. An official mentioned that the authority is now aiming to finish the entire project by September 2026.

The mixed-use development project will incorporate residential, commercial, and civic facilities in proportions of 70%, 10%, and 20%, respectively, with an additional 15% of the area allocated for economically weaker sections. Office complexes will be situated within walking distance and connected to the Karkardooma Metro station, which provides an interchange facility between the Blue Line and Pink Line.
