Madurai civic body collects 35% of property tax dues with incentives

Synopsis

The Madurai Corporation has successfully collected a significant portion of its property tax dues thanks to a government incentive. The corporation managed to retrieve approximately 35 percent of the outstanding amount in the first half of the annual tax cycle, with a large influx of payments occurring just before the April 30 deadline. The incentive, previously exclusive to Greater Chennai Corporation, was extended to other municipal corporations as well. The collected funds will be deposited in a bank to generate interest and compensate for the cost of the incentive.

Thanks to the state government's incentive, the Madurai Corporation has managed to collect approximately 35 percent


of its dues in the first half of the annual tax cycle, with many opting to pay their property tax prior to the deadline of

April 30. Approximately Rs 18 crore out of the entire outstanding amount of 50 crore was retrieved solely in the latter

part of April. According to revenue officials, it is typical to collect 10 percent to 15 percent of outstanding payments

within the initial month.

Until April 30, those who owned property were given the opportunity to receive a 5 percent reduction on their total

payable amount, with a limit of Rs 5,000 as the highest amount. The Tamil Nadu Urban Local Bodies Act of 1998 was

amended, allowing other municipal corporations to also receive the incentive, which was previously exclusive to

Greater Chennai Corporation (GCC), according to a revenue officer.

According to representatives from the corporation, details regarding the period of the incentive and offer were

communicated through various channels, such as SMS, display boards at corporation offices and major intersections,

newspapers, government television networks, local cable channels, and radio broadcasts. According to officials, each

zone generated approximately Rs 40 lakh every day during the incentive period. A high-ranking official from the

corporation stated that in order to compensate for the incentive's cost, the accumulated funds would be placed in a

bank in order to generate interest.

The Commissionerate of Municipal Administration has released a property tax ranking report stating that Madurai

City Corporation has successfully collected nearly 77 percent of the property tax for 2022-23. Additionally, the city

has shown significant progress by advancing four spots within the overall rankings of the 20 city corporations in the

state. Corporation commissioner Simranjeet Singh Kahlon stated that this stimulus will aid the municipal organization

in climbing higher in the financial year's rankings.

According to him, the property tax collected by Madurai Corporation in the last month ranks second among 20 other

corporations. The Coimbatore Corporation was the primary beneficiary of the incentive.



Madurai was established as a Municipality on November 1st, 1866, and later upgraded to a City Municipal

Corporation on May 1st, 1971. The Corporation benefits significantly from the collection of property tax, which

generates substantial revenue that plays a vital role in the town's growth and development. The Corporation

determines property tax by considering various factors such as the property's nature, whether it is residential or

commercial, its built-up area, base value, age, type of construction, whether it is single or multi-floored, and

occupancy. Failure to pay property taxes can result in the denial of access to essential amenities, such as water

connections by the local authorities. Furthermore, the corporation has the option to pursue legal measures in order to

recover the remaining balance.
