Despite directives from the Haryana State Pollution Control Board (HSPCB), many large-scale construction and demolition (C&D) projects have not registered on the government web portal, launched for real-time pollution monitoring. Currently, 1,109 projects, primarily in Gurgaon, Bahadurgarh, and Faridabad, are registered, with 854 operational. Officials have urged civic bodies to provide building plan data to identify non-registered sites and emphasised the importance of monitoring dust mitigation measures. Compliance with air quality directives, including the installation of PM2.5 and PM10 sensors, is critical for effective environmental management.
Many large-scale construction and demolition (C&D) projects in the state have not yet met the registration requirements on the government web portal, despite prior directives from the Haryana State Pollution Control Board (HSPCB). The portal, launched by the state government in January 2022 for real-time monitoring of pollution levels at C&D sites, has seen a lack of registration from a significant number of these sites, which officials described as a serious concern. The purpose of the registration is to enable remote monitoring of dust mitigation measures at construction sites, according to officials.
According to officials, a total of 1,109 construction and demolition (C&D) projects, each covering an area of 500 square metres or more, have registered on the dedicated dust control portal in Haryana. Among these, Gurgaon leads with the highest number of registrations at 398, followed by Bahadurgarh with 127, Faridabad with 109, Ballabgarh with 102, and Sonipat with 80. HSPCB regional officer for Gurgaon, Nirmal Kashyap, stated that out of the 1,109 registered sites, 854 are currently operational, while 255 have completed their construction activities.
When asked about the plans for ensuring compliance and registration of C&D sites, the HSPCB official mentioned that the board has asked civic agencies to provide building plan data for these sites. This will allow the board to "cross-reference with environmental clearance documents and identify non-registered sites." Kashyap stated that they have advised against issuing building plans and completion certificates to sites that do not comply with the prescribed norms. Officials emphasised that it is "essential" for civic bodies to take this directive seriously and make concerted efforts to register all eligible construction sites promptly.
Civic bodies have been given a checklist to monitor compliance with dust mitigation measures in the NCR, which will be implemented through this online system. The list of dust control and mitigation measures includes the use of anti-smog guns, water pills, water cannons, hoses, fire hydrants, and sprinklers. According to directives from the Commission for Air Quality Management (CAQM), these sites are also required to install PM2.5 and PM10 sensors that provide live data to the portal. The portal, which features a live dashboard displaying ambient air quality status at specific sites, was launched following CAQM's directions issued on October 1, 2021.
The CAQM directive indicated that all construction and demolition projects in the NCR with a plot area of 500 square metres or more are required to register on the web portal. It also mentioned that provisions for video fencing equipped with remote connectivity technology would be integrated into the portal to enable effective, round-the-clock monitoring of compliance with dust mitigation measures by project proponents.
Additionally, the directive highlighted the necessity for proponents to install reliable and cost-effective PM2.5 and PM10 sensors at their sites and link them to a platform that provides live dashboard access for the pollution control board to monitor activities.
Officials noted that once they receive data from civic agencies, they would gain a clearer understanding of how many sites have not registered and the compliance status of dust mitigation measures. They stated that follow-up actions could be taken based on this information.
The urgency of compliance with registration and dust mitigation measures for C&D projects in Haryana is paramount, as failure to adhere could hinder progress in improving air quality and protecting public health. Civic bodies must act promptly to ensure all eligible sites are registered and monitored effectively.
