The Delhi Pollution Control Committee (DPCC) has launched a "Dust Pollution Control Self-Assessment" portal, requiring all construction and demolition (C&D) projects in the capital to register and conduct regular dust control audits. This move comes as part of broader efforts to reduce air pollution in Delhi, a city long plagued by deteriorating air quality.


In accordance with the Commission for Air Quality Management's (CAQM) guidelines issued in December 2021, the DPCC now mandates that all C&D projects occupying 500 square meters or more must register on the portal. The platform facilitates online self-assessment and remote monitoring, ensuring that dust control measures are effectively implemented at construction sites across the city.

Project developers are required to conduct fortnightly self-audits of their dust management practices and submit declarations to the DPCC through the portal. Additionally, all construction sites within the National Capital Region (NCR) of 500 square meters or more must install video fencing and low-cost PM2.5 and PM10 sensors to monitor real-time air quality levels. These measures are intended to enable continuous tracking and provide transparency regarding the environmental impact of construction activities.

The DPCC has also specified that large construction projects must implement anti-smog guns to control dust emissions. For projects spanning 5,000 to 10,000 square meters, at least one anti-smog gun is required, while projects over 20,000 square meters must deploy a minimum of four. These guidelines follow CAQM's directives issued in November 2022, emphasizing the need for advanced dust control technologies at large-scale sites.

The initiative reflects Delhi's growing commitment to addressing construction-related pollution, which remains a major contributor to poor air quality in the region. Once construction is completed, registered projects can be marked as such on the portal, ensuring dust control practices are upheld throughout the project lifecycle.

Non-compliance with these regulations will result in penalties, including environmental compensation charges and the possible suspension of construction activities. These stringent measures follow a series of rulings from the Supreme Court and the National Green Tribunal, both of which have called for stricter controls on dust pollution in an effort to improve Delhi's air quality.
