Sanjay Shirsat, the newly appointed chairman of the City and Industrial Development Corporation (CIDCO) aims to transform leasehold land in Maharashtra into freehold, addressing long-standing demands from Navi Mumbai residents. He took office earlier this week, succeeding a position that had been vacant for four years. While residents advocate for freeholding, CIDCO maintains that acquired land remains leasehold. Shirsat pledged to seek government support and emphasised the importance of timely project completion, focusing on the interests of those affected and the broader community in Navi Mumbai.
Sanjay Shirsat, the newly appointed chairman of CIDCO and Shiv Sena MLA from Aurangabad (W), recently stated that CIDCO aims to transform leasehold land under its jurisdiction into freehold. He highlighted that this concern is not limited to Navi Mumbai but spans the entire state.
He took office at the CIDCO headquarters in CBD-Belapur earlier this week, stepping into a role that had remained vacant for the past four years. According to CIDCO's current leasehold policy, land acquired for urban development throughout Maharashtra is leased to lessees for a duration of 60 years, while CIDCO retains ownership rights. CIDCO possesses the 7/12 extract, the ownership document, for the entire Navi Mumbai area, which was acquired in the early 1970s to create a satellite city and ease congestion in mainland Mumbai.
Shirsat committed to seeking government assistance in implementing the policy and emphasised the need for a prompt decision regarding freehold. Residents of Navi Mumbai have long pushed for the freeholding of land, while CIDCO has consistently argued that acquired land cannot be converted to freehold. Instead, owners will remain leaseholders indefinitely, with the possibility to extend the leasehold term upon payment of a premium.
He remarked that CIDCO has played an important role in the state's development, emphasising that it defines its identity as the leading authority in urban planning and development. He noted the significance of projects like the Navi Mumbai International Airport, NAINA city, and various mass housing schemes. He expressed that their focus would be on completing projects within the scheduled time frame and making decisions that benefit both project-affected individuals and the general citizens of Navi Mumbai.
