The Haryana Shahari Vikas Pradhikaran (HSVP) has initiated its most significant urban expansion strategy in over two decades, setting in motion plans to procure and develop large tracts of land for new residential and commercial sectors in Gurugram and other parts of Haryana. The policy shift, which follows the recent merger of the erstwhile Housing Board into HSVP, aims to diversify urban growth beyond private-sector-driven projects and respond to rising housing demand and infrastructure pressure in key National Capital Region (NCR) markets. Phase-wise land procurement will involve consent-based acquisition and direct purchases of landowners parcels through online platforms such as the e-Bhoomi portal, with an estimated 1.67 lakh acres statewide earmarked for development and around 23,000+ acres in Gurugram alone. The expansion targets multiple growth corridors including the Southern Peripheral Road, Dwarka Expressway and New Gurgaon belt and is designed to support organised real estate supply, plotted housing and planned neighbourhoods. The National Company Law Appellate Tribunal (NCLAT) has mandated that the day-to-day maintenance responsibilities of two major **Supertech housing societies in Noida Ecociti in Sector 137 and 34 Pavilion in Sector 34 be transferred to their respective registered apartment owners associations (AOAs) within 30 days, a senior bench ordered this week. The directive, delivered by a panel led by Chairperson Justice Ashok Bhushan and member (technical) Barun Mitra, applies during the ongoing insolvency proceedings involving Supertech Ltd, underlining that maintenance should vest with AOAs once the majority of residents have taken possession. The ruling requires the current maintenance agency YG Estates Facilities Management Pvt Ltd to complete the handover under supervision of the interim resolution professional, and affirms that claims of pending dues will not delay the transfer. The Karnataka Real Estate Regulatory Authority (K-RERA) has intensified enforcement actions against unregistered residential real estate projects in the state, issuing repeated notices and opening inquiries amid a surge in complaints from homebuyers. Since 2021, the authority has received 765 complaints related to projects that should have been registered under the Real Estate (Regulation and Development) Act, 2016 but were not, resolving 440 cases and progressing 325 others through hearings. A key challenge identified by the regulator is the existence of structural and procedural loopholes that allow promoters to bypass mandatory RERA registration, including planning authorities granting sanctions and occupancy certificates without requiring a RERA number, and property registrations proceeding without RERA verification. Authorities and homebuyer groups have said these gaps undermine regulatory protections and pose heightened risks of fraud for buyers. Gurugram civic and revenue authorities have completed a five-day demolition drive along a 1.5-kilometre stretch of the Farrukhnagar-Daboda road, a key connector to the KMP Expressway, to remove almost 100 unauthorised structures that had narrowed the sanctioned road width and caused chronic traffic congestion. The operation resulted in the removal of nine multi-storey buildings, about 30 double-storey structures, and numerous smaller encroachments that had reduced the corridor's effective width to 35-40 feet from the legally sanctioned 60-66 feet, officials said. The drive, led by a duty magistrate and supported by more than 100 police personnel, revenue officials, municipal staff, fire brigade and emergency services, was largely peaceful and involved prior demarcation and outreach to property owners. The Gurugram civic body plans to redevelop the cleared road at an estimated INR 7 crore over the next 10 months, including improvements to carriageways, footpaths, green verges and storm drainage.Read more

The Bombay High Court has allowed the Brihanmumbai Municipal Corporation (BMC) to use 17,756 sq metres of land in Worli for a sewage treatment plant and related civic infrastructure. The land was originally reserved for this purpose but the reserved area was later reduced from around 27,700 sq metres following a State government order in mid-2024. The court said it will examine how and why this reduction was approved. The developer has assured the court that transit camp structures built on the site will be removed within 90 days.Read more

Promoters across the state including a significant number based in the Bengaluru real estate market have not uploaded required reports for registered projects, prompting notices from RERA with penalties of up to 5 per cent of a project's estimated cost and fines of INR 25,000 for every missed quarter under the current framework. The authority has set a deadline of the end of the current financial year for promoters to remedy outstanding filings without additional action, after which recovery proceedings will begin. The Railway Board has temporarily put on hold the planned extension of the Vande Bharat Express between Jammu Tawi and Srinagar, which was scheduled to begin on March 1. The decision was communicated shortly after Northern Railway announced the rollout of the upgraded 20-coach train on the route. The Maharashtra government has issued more than 1,000 stop-work notices to construction sites across Mumbai for failing to comply with dust and air pollution control norms, the state environment minister informed the legislative assembly earlier this week. Out of 2,224 active sites, 1,952 have installed air quality monitoring sensors, but several were found violating mandatory mitigation rules. Nearly 1,981 show-cause notices were served over the past four months. Maharashtra Housing and Area Development Authority (MHADA) says large-scale cluster redevelopment and targeted policy reforms are essential to address Mumbai's deepening housing affordability crisis, as the city's developable land nears exhaustion. Speaking at the ET Realty Real Estate Conclave 2026, MHADA Vice-President and Chief Executive Officer Sanjeev Jaiswal highlighted that Mumbai's housing affordability index — where an average household spends roughly half its income on home loan EMIs — reflects structural constraints in the supply system. He outlined plans to open 800-1,000 acres for cluster-led redevelopment in integrated layouts and called for rationalisation of premiums, development charges and taxes to reduce housing costs by up to 25 per cent. The Navi Mumbai Municipal Corporation has carried out partial demolition action against unauthorised construction in the Koparkhairane division after the concerned party failed to comply with a statutory notice issued under the Maharashtra Regional and Town Planning Act, 1966. The action was undertaken on 23 February 2026 following the expiry of a notice served on 17 February 2026 for illegal construction at Plot No. 1034, Koparkhairane, Navi Mumbai. The encroachment department proceeded with partial demolition and recovered a penalty of INR 25,000 from the owner. The operation was executed under senior civic supervision with police protection and mechanical assistance.
