The Delhi Pollution Control Committee (DPCC) is set to introduce Dust Portal 2.0, an upgraded artificial intelligence-enabled platform designed to strengthen monitoring of dust pollution generated by construction and demolition activities across the National Capital Territory. The new system is expected to enhance regulatory oversight by combining AI-based compliance tracking, geotagged inspections and automated monitoring mechanisms for registered project sites.
The upgraded portal is being developed as part of Delhi’s ongoing efforts to address particulate pollution arising from construction activity, which remains one of the major contributors to deteriorating air quality in the capital. Officials indicated that the revised platform will improve the efficiency of compliance verification and help enforcement agencies identify violations more quickly through technology-driven monitoring tools.
Under existing regulations, all construction and demolition projects with a built-up area exceeding 500 square metres are required to register on the DPCC’s dust monitoring portal. Developers and contractors must submit project details and comply with prescribed dust mitigation measures, including installation of anti-smog guns, site barricading, wheel-washing facilities, covering of construction materials and proper management of debris. The new portal will continue to support these compliance requirements while expanding monitoring capabilities through artificial intelligence-based assessment tools.
According to officials, Dust Portal 2.0 will introduce automated scrutiny of compliance data submitted by project proponents. The system will also facilitate better integration of inspection records, photographic evidence and geotagged site information, enabling authorities to maintain a more detailed compliance database for construction projects operating across Delhi. The use of AI is expected to help identify inconsistencies, track recurring violations and improve enforcement response times.
The DPCC has increasingly relied on digital monitoring mechanisms in recent years as construction activity has expanded across residential, commercial and infrastructure sectors in the capital. Authorities have periodically imposed restrictions on construction operations during periods of severe air pollution, particularly under the Graded Response Action Plan (GRAP), making compliance monitoring a key component of pollution control efforts.
Officials stated that the upgraded portal would also improve transparency by creating a more structured system for recording inspection outcomes and tracking corrective actions taken by project developers. The platform is expected to assist enforcement teams in prioritising high-risk sites and improving coordination between pollution control authorities and local agencies responsible for construction oversight.
The rollout of Dust Portal 2.0 comes amid increasing regulatory focus on construction-related emissions as Delhi continues to pursue measures aimed at reducing particulate matter levels. With large-scale housing, commercial and infrastructure projects under development across the city, authorities are seeking to strengthen compliance frameworks through technology-based monitoring systems that provide continuous oversight of dust-generating activities.
