The Mumbai Metropolitan Region Development Authority (MMRDA) has entered into a memorandum of understanding (MoU) with the Tech Entrepreneurs Association of Mumbai (TEAM) to promote the development of a technology-led innovation ecosystem across the Mumbai Metropolitan Region (MMR). The agreement was signed during Mumbai Tech Week 2026 in the presence of Maharashtra Chief Minister Devendra Fadnavis.


The MoU was signed by Dr Sanjay Mukherjee, IAS, Metropolitan Commissioner, MMRDA, on behalf of the authority. TEAM was represented by its co-founders Akrit Vaish and Harsh Jain. The collaboration brings together MMRDA, the statutory planning and infrastructure development authority for the region, and TEAM, a network comprising 85 technology entrepreneurs from across India’s startup ecosystem.

The partnership is intended to support the creation of a globally competitive startup, innovation and artificial intelligence ecosystem within the Mumbai Metropolitan Region. According to the announcement, both organisations will work together to create an environment that encourages technology-led businesses, entrepreneurship and investment while supporting the region’s long-term economic development objectives.

A key focus of the collaboration will be supporting initiatives linked to Maharashtra Innovation City and the Mumbai 3.0 vision, which seeks to create new economic growth centres and strengthen the region’s competitiveness. The partnership is expected to contribute towards attracting technology companies, startups and innovation-driven enterprises to the region.

Under the agreement, MMRDA and TEAM will jointly undertake a range of programmes designed to strengthen the technology ecosystem. These include AI-focused job fairs, the promotion of Global Capability Centres (GCCs), hackathons, investor engagement initiatives and platforms that connect entrepreneurs with funding opportunities. The collaboration will also involve studying and adopting international best practices in innovation, startup development and technology-led urban growth.

The two organisations plan to work across several technology sectors, including artificial intelligence, mobility technology, fintech, urban analytics and smart city development. The partnership will also explore opportunities to create innovation-led ecosystems that support research, product development and commercialisation of emerging technologies.

Officials indicated that the initiative aligns with broader efforts to diversify the economic base of the Mumbai Metropolitan Region and strengthen its position as a hub for knowledge-based industries. The collaboration is expected to complement ongoing infrastructure and urban development projects being undertaken across the region.

With increasing competition among global cities to attract technology investment and skilled talent, the partnership seeks to leverage Mumbai’s infrastructure, business ecosystem and entrepreneurial network to create a more integrated innovation landscape. The initiative is expected to support startup growth, encourage investment flows and contribute to the development of technology-driven employment opportunities across the Mumbai Metropolitan Region.
