The sanctioned layouts will be developed across multiple zones, with planning permissions granted subject to prevailing norms. However, the move has drawn concerns from homebuyer groups and local activists over the delay in issuance of completion certificates (C.C.) for earlier projects, which has left many buyers waiting for possession despite finishing construction. The Varanasi Development Authority (VDA) has sanctioned 474 new residential layouts across various sectors of the city, marking a sizeable expansion in planned housing supply for Varanasi and its surrounding urban areas, officials announced on Tuesday.
According to the authority, the approvals cover multiple zones within the city's jurisdiction, with layout plans vetted and sanctioned following required procedural clearances. The sanctioned layouts are expected to support the development of a significant number of residential plots, aimed at meeting ongoing demand for regulated housing in this fast-growing city.
However, the announcement comes amid rising concerns from homebuyer groups and civic activists over delays in the issuance of completion certificates (C.C.) for earlier housing projects developed by the authority and private builders. Numerous plot buyers have voiced frustration about extended waits for C.C., a mandatory document required before possession and registration can be completed.
Completion certificates are issued following a thorough inspection to confirm that construction has been carried out in accordance with approved plans and statutory requirements. Delays in certification can impede plot buyers from legally occupying their properties or securing final sale documentation, and have been a recurring grievance in Varanasi's residential sector.
Local resident associations and buyer forums have called for expedited processing of pending C.C. requests, highlighting that delays adversely affect investor confidence and homebuyer trust in the regulatory regime. In response, VDA officials said they are coordinating with relevant departments, including planning, engineering and safety authorities, to address backlog issues and ensure that certified layouts and construction compliance matters are resolved in a timely manner.
The sanctioning of new layouts is being matched with efforts to strengthen compliance monitoring and certification processes, a VDA spokesperson said, adding that the authority will enforce stringent checks to ensure that future projects move smoothly from approval to final certification and possession.
The new layouts are expected to be developed over the coming months, with infrastructure such as roads, water supply and drainage systems planned in line with VDA standards. Officials said the objective is to support orderly urban expansion in Varanasi, where population growth and economic activity have accelerated demand for formal housing choices.
Varanasi's residential property market has been buoyed by factors including improved connectivity, civic development initiatives and rising demand from local and migrant populations. The VDA's latest approvals aim to channel this demand into planned developments, offering buyers regulated plot options across the city.
Despite the concerns over certification delays, the authority's expansion of housing layouts reflects broader efforts to increase the availability of planned residential land in Varanasi, aligning with urban planning priorities and the city's growth trajectory.
