The long-awaited handover of Indirapuram from the Ghaziabad Development Authority (GDA) to the Ghaziabad Municipal Corporation (GMC) is approaching, following a joint survey to assess infrastructure needs. The GMC has requested INR 365 crore for the transfer, citing necessary upgrades to roads, drainage, and lighting, while the GDA disputes this. The process, stalled since 2016, was delayed further by the election code of conduct. Additionally, the GDA's recent urban development policies include establishing TOD zones and revising hotel construction bylaws, aiming to enhance infrastructure and boost local tourism.
The handover of Indirapuram from the Ghaziabad Development Authority (GDA) to the Ghaziabad Municipal Corporation (GMC) is finally on the horizon. This transition has been long-awaited, with delays stretching back to 2016. Recent developments indicate that the process could soon move forward, following a joint survey conducted by officials from both agencies.
In June, a team from the GDA and GMC assessed the township, including its parks, roads, and other civic amenities, to prepare cost estimates for the handover. "With the joint survey completed and approval from the board, we expect the handover to occur soon after the upcoming meeting between the GDA and GMC chiefs," said Rajesh Kumar Singh, Secretary of the GDA.
The deadlock that has stalled this process for years has centred around financial disagreements. The GMC has requested INR 365 crore for the transfer, citing the need for substantial work on infrastructure like roads, drainage systems, and street lighting. Meanwhile, the GDA contends that the GMC already collects house taxes and should be responsible for addressing these issues. While Chief Minister Yogi Adityanath had set a February deadline for resolving the matter, progress was limited due to the model code of conduct associated with the general elections, which began in March.
Despite this, GMC officials are hopeful for a resolution. "Discussions are ongoing regarding the funding for remaining work before the transfer can be finalized," noted a GMC representative. Key areas needing attention include horticulture, parks, and several road repairs that are essential for proper upkeep of the township.
In addition to the handover discussions, the GDA has also made strides in urban development policy. Recently, its board approved the establishment of transit-oriented development (TOD) zones along two important metro corridors: the 2.1 km Blue Line from Anand Vihar to Vaishali and the 9.3 km Red Line from Shaheed Nagar to Shaheed Sthal New Bus Adda. This designation, part of UP's Transit-Oriented Development Policy, 2022, aims to promote sustainable urban growth and improve public transportation accessibility.
Moreover, the GDA has adopted new bylaws that are expected to enhance Ghaziabad's hospitality sector. Previously, the regulations required a minimum of 1,000 square meters of land for hotel construction. With the recent changes, this requirement has been halved to 500 square meters. This revision means that smaller establishments, like buildings with just six rooms, can now qualify as hotels, potentially boosting local tourism and employment.
As the handover of Indirapuram moves closer to reality and new urban policies take shape, residents can anticipate improved services and infrastructure. The completion of this transition will not only streamline civic management but also enhance the quality of life for Indirapuram's residents.
