Andhra Pradesh abolishes Land Titling Act and introduces free sand program

The Andhra Pradesh government has made significant changes to its land and construction policies. In a recent cabinet meeting, the government led by Chief Minister N Chandrababu Naidu abolished the Land Titling Act passed in 2022 and announced a free sand program for construction projects.

The Land Titling Act, introduced by the previous YSRCP government in 2022, aimed to streamline land ownership records. However, the current government cited concerns raised by the public and media regarding the Act's implementation. Information and Public Relations Minister K Parthasarathy mentioned public suspicion and pressure from landowners as reasons for the repeal.

The cabinet also approved a new government order (GO) providing free sand to residents for construction purposes. Sand is a crucial component in construction but can be expensive to purchase. This initiative aims to ease the financial burden on people undertaking construction projects, particularly those exceeding 500 units or with an investment of more than INR 5 crore (approximately USD 600,000 USD). The free sand program is considered temporary until a more permanent mechanism for sand distribution is established.

The cabinet meeting also addressed other areas. A separate GO was passed allowing the Civil Supplies Department to secure loans of up to INR 2,000 crore (approximately USD 24 million USD) for grain procurement in the upcoming fiscal year 2024-25. Finally, the Agriculture and Cooperation Department received approval for a proposal seeking further details from the state government.
