Haryana Government allocates INR 1,179 crore for critical infrastructure upgrades

The Government of Haryana has allocated INR 1,179 crore from infrastructure augmentation charges to improve the infrastructure in the region. This IAC was collected by several Haryana government agencies. With a rise in population the infrastructure in the region remained unchanged since it was first developed in the 1990s. With four floor plan approval by the govt.in 2019, many property owners transformed their two-floor unit to four-floor building. However, these units were not sustainable due to lack of key infrastructure like roads, electricity and drainage systems. The new government order will impose penalties on owners who built units illegally.

The Haryana Government released INR 1,179 crore under infrastructure augmentation charges to improve the infrastructure in the region. This infrastructure augmentation charges were previously collected from the Department of Town and Country Planning; Haryana Shahari Vikas Pradhikaran; Haryana State Industrial and Infrastructure Development; and Urban Local Bodies department for approval of stilt-plus-four floor plans.

The government records indicate that out of INR 1178.95 crore collected, INR 690 crore was collected by DTCP, INR 466 crore by HSVP, INR 20 crore by ULB, and INR 2.6 crore by HSIIDC. The lack of critical infrastructure such as road, electricity, sewerage and drainage are one of the major reasons the residents opposed the four floor building plan as it did not support four residential units per plot.

According to a media report, in the 1990s the development of city's licensed colonies took place with a two-and-a-half floor construction plan on each residential plot. However, as the population doubled in three decades, civic amenities such as width of drainage and sewer lines, capacity of underground water tanks and electricity distribution network remained unchanged.

In 2019, the state government announced a four floor policy that transformed many units into four floor buildings without adequate consideration of the sustainability of infrastructure. In the latest order, the state government stressed that INR 1,178 must be immediately released to Haryana Shahkari Vikas Pradhikaran, which will also serve as a nodal agency for prioritisation and execution of upgrade.

Additionally, it stated heavy penalties on property owners who stood up four floors without building approval till date. An official also added that property owners can resolve the matter of unauthorised construction by paying composition fee at 10 times the rate prescribed for construction raised without approval of building plans.

The government order states that all individuals who have undertaken unauthorised construction must apply to the competent authority for composition of the offence.

Furthermore, the government. has asked all departments concerned to set up "S+4 Portal" to deal with issues regarding four floor buildings and updating information from time to time. These departments will also have grievance redress committees to take care of complaints and assist with aid to plot owners for all matters related to structural damage, parking problems and infrastructure problems.
