Uttar Pradesh set to digitise 13 lac land records between 2002 and 2017

The Uttar Pradesh government has instructed the Gautam Budh Nagar administration to digitise all land records dating back to 2002. There are currently over 13,10,000 land records for this area alone. According to officials, the measure is intended to ensure efficiency and openness because it takes a long time to go through old documents. The district administration was given until Tuesday this week to meet with the sub-registrars and develop a strategy for the same. Additionally, the government has authorised the use of 51 computers, 17 scanners, and other tools for this job. CCTV cameras will be used to monitor the digitization process.

In India, land digitization started with the National Land Records Modernization Program (NLRMP) in 2008, which aimed to computerize land records, digitize cadastral maps, and provide online access to citizens. Since then, several states have implemented their own land digitization projects with varying degrees of success. While digitization has brought some improvements, challenges such as incomplete data, resistance to change, and inadequate infrastructure remain barriers to achieving a fully digitized land administration system

According to officials, the measure is intended to ensure efficiency and openness because it takes a long time to go through old documents. The district administration was given until Tuesday this week to meet with the sub-registrars and develop a strategy for the scanning and digitization of more than 13 lakh land records in a smooth, safe, and time-bound manner.



Additionally, the government has authorised the use of 51 computers, 17 scanners, and other tools for this job. CCTV cameras will be used to monitor the digitization process. To complete the project, staff will also be given deadlines to digitise a specific quantity of files each day, according to officials.



Two-thirds of the district's ongoing court actions, it is said, are linked to land conflicts. The legality of land titles and records, as well as rightful ownership, are all covered by these property disputes. The citizens will benefit from the digitization of records because certified copies of property documents are required in courts, in the event of a loss or theft, and for insurance claims.



Documents registered before 2011 must be converted to digital format before being stored by the stamp and registration department. The stamp and registration department in Noida hasn't achieved its goals in the previous six years. In 2016–17, it brought in Rs. 1,761 crore against a target of Rs. 2,222 crore; in 2017–18, it brought in Rs. 1,685 crore versus Rs. 2,252 crore; and in 2018–19, it brought in Rs. 1,879 crore versus Rs. 2,532 crore. In a same vein, the department's revenue in 2019–20 was Rs 1,856 crore as opposed to Rs 2,597 crore.



The Covid epidemic had a significant negative impact on its revenue in 2020–21, which fell from Rs 3,148 crore to Rs 1,593 crore. The registration rate increased in 2021–2022 and the revenue collection again achieved Rs 2,377 crore compared to the annual target of Rs 3,463 crore. In comparison to the annual objective of Rs 4,062 crore, the department's revenue for the fiscal year 2022–23 was Rs 1,887 crore as of November 2022.
