The Urban Development and Housing (UDH) department of Rajasthan is set to resume drafting a new township policy after a two-month pause, with plans to present the draft in the upcoming assembly session. A committee of officials was established to create the draft, and feedback was actively sought from various societal sectors. Although deadlines for suggestions were extended, progress had stalled until a new directive was issued recently. The new policy aims to address contemporary urban needs and align with updated regulations established since 2010.
Following a two-month hiatus, the Urban Development and Housing (UDH) department is set to revive the process of drafting a new township policy for Rajasthan. The government plans to present this policy draft during the forthcoming assembly session. A senior official from the UDH department has revealed that a directive has been issued to the committee tasked with preparing the policy draft, encouraging them to finalise their work. Although the directive does not specify a deadline for the completion of the final draft, there is a strong desire within the government to table the policy in the upcoming assembly session and subsequently pass the Bill.
Earlier this year, the state government constituted a committee comprising various officials to develop the draft for the new township policy. Following this, the government actively sought objections and suggestions from different segments of society regarding the committee's draft. Notably, UDH Minister Jhabar Singh Khara took the initiative to personally contact all ministers, Members of the Legislative Assembly (MLAs), and Members of Parliament (MPs) across the state, inviting their input on the draft policy.
To facilitate this process, the government extended the deadline for submitting suggestions and objections related to the draft policy on two occasions-initially from 15 July to 31 July, and then further extending it to 20 August. However, after August, there was little progress until a new directive was issued just prior to Diwali. Now, with the feedback and suggestions gathered, the committee will focus on preparing the final draft, as highlighted by the UDH department official. At present, the state continues to follow a township policy that was originally implemented in 2010.
Officials have stated that the new policy has been crafted to reflect the current needs of society and to align with the new laws and mandates introduced by both the state and Union governments regarding townships since 2010. To ensure a comprehensive approach, a committee from the UDH department has undertaken visits to several states to study their new township policies, allowing them to incorporate best practices and innovative ideas into Rajasthan's forthcoming policy framework.
