HSVP blacklists 18 architects over illegal OCs, tightens controls on building approvals

The Haryana Shahari Vikas Pradhikaran (HSVP) recently toughened its stance on illegal activities concerning building approvals in the region. It has taken strict action against several architects by blacklisting them and ensuring their IDs are removed from the online building plan approval system. A senior official from HSVP told reporters from ET Realty that these architects had been blacklisted due to their involvement in certifying residential buildings illegally.

These architects bypassed government regulations by approving Occupation Certificates (OCs) for four-storey buildings with stilt parking, which violated restrictions. In February 2023, the HSVP set limits on the construction of four-storey buildings, but these architects continued to issue OCs using the Self-Certification Rules. They failed to ensure that proper construction norms were met and issued OCs without obtaining approval for building designs that included four floors.

The architects' actions were illegal because they did not pay required fees such as the Floor Area Ratio (FAR) and External Development Charges (EDC). During an investigation, around 58 homes were found to have received OCs that violated the rules. This prompted legal action against the architects responsible. The town planner identified these properties, leading to the decision to blacklist the architects involved.

The list of blacklisted architects includes Gaurav Singla, Puneet Kochar, Arun Kumar, Ravi, Prabhat Kumar, Anuj Yadav, Saurabh Kathuria, Pankaj Kumar, Himani Gupta, Amit Bhardwaj, Krishana, Ganendra Kumar, Manveer Bhadana, Vikrant Pundir, Rohit Chugh, Ujjwal Saini, Neeraj Dixit, and Ritika Anand.

The future of these architects remains uncertain as they await the conclusion of the Council of Architecture's investigation into their misconduct. Until the council completes its review, the architects will continue to face restrictions on their professional activities. The removal of their IDs from the online system is a significant step in ensuring that these individuals are held accountable for their illegal actions.
