The Delhi Development Authority (DDA) has extended the deadline for the final 25% installment payment for 1,800 high-end flats in Dwarka Sector 19B from August 31 to September 30. This extension follows buyer requests for more time and delays due to unfinished work on the flats. Complaints from buyers highlight issues with infrastructure, including inadequate utilities, security, and unfinished construction. Some buyers are concerned about moving in before key facilities are operational, while others question the early collection of maintenance fees.
The Delhi Development Authority (DDA) has extended the deadline for paying the last installment for over 1,800 high-end flats in Dwarka 19B that were auctioned off online. Previously, the date was August 31. The new deadline for paying 25% of the total sum is September 30. According to the authorities, the decision was made in response to the buyers' pleas for more time to acquire money. In addition, the deadline was rescheduled due to ongoing finishing work in the flats.
Buyers have filed complaints against DDA over the main entrance gate, the development of entertainment spaces, the construction of electricity and water connections, the hiring of security officers, and other necessary procedures. They wrote to officials, concerned that due to the speed of development at the site, the deadline for transferring possession would be pushed back by one month. DDA previously delayed the deadline once in July.
An allottee who had made 100% payment expressed uncertainty about shifting to their apartment. They mentioned that they had purchased a three-BHK flat through e-auction and were considering moving in during Dussehra or Diwali. However, they highlighted that there was currently no electricity or water supply, as the power distribution company was busy laying lines and activating substations. The allottee also noted the absence of security guards and explained that access to the apartment was only possible through a side gate, as the main gate was not yet operational. They concluded that, given the slow progress of the work, they did not believe they would be able to move into their flats this year.
An additional allottee, who has yet to pay the 25% installment, has questioned the propriety of collecting maintenance fees ahead of schedule (in March), when the initial construction has not even been completed. We are currently covering the expenditures of our place of residence while also making EMI payments on the loan we took out to purchase the flat. The community hall's entry from HIG and Super HIG is still unavailable. The second allottee also indicated that the sports facilities require improvement.
The Dwarka Sector 19B complex has 1,858 properties spread across 13 stories, including 14 penthouses. There are 946 HIG flats and 170 Super HIG flats in all. When asked, a DDA spokesperson stated that the Delhi Development Authority transferred title as soon as possible because numerous condo allottees in Sector 19B Golf View requested early apartment allotments.
Nevertheless, a few allottees requested an extension of time to pay the remaining 25% of their units so that they could make the necessary financial arrangements. Furthermore, the last finishing touches take some time. As a result, the term was extended by one month, according to the official.
In conclusion, the DDA's decision to extend the deadline for the final installment of Dwarka 19B flats reflects the challenges faced in completing the project amidst buyer concerns. Despite the additional month provided for payment, ongoing issues such as incomplete infrastructure and early maintenance fee collection continue to trouble residents. The extension aims to address these concerns, but the effectiveness of the DDA's response will be closely watched by buyers hoping for timely resolution of the issues and smooth transition into their new homes.
