UP Government to develop new 1,300-acre township Harnandipuram near Hindon River

The Uttar Pradesh Government is set to develop a new township under the umbrella of expanding the city. The township, 'Harnandipuram', is to be named after the Harnandi or Hindon river, and will cover around 1,300 acres. This is nearly the same size as Indirapuram, another township in the region. Some parts of Harnandipuram will be located near the Hindon River. This is the first project of such calibre to be undertaken by the UP Govt. in 15 years.

Previously, the municipal corporation proposed to the state government to rename the city to "Harnandi Nagar". While the state government has not yet decided on this name change, the plans for the new township called Harnandi Puram have already been outlined.

Rajesh Kumar Singh, secretary for the Ghaziabad Development Authority (GDA), said that the map for the township has been drawn out, and it stretches from the Pipeline road in the north to the Northern Peripheral Road in the east, and Morti in the South. The Hindon river will also run through the different parts of the new town. The last township to be created by the GDA was Madhuban Bapudham, around 15 years ago. To create the township, land from surrounding villages will have to be acquired. These villages include - Ferozepur, Mohanpur, Morta, Bhowpur, Atour, Shamsher, Bhenda Khurdh, Mathurapur, Champat Nagar, and Shapur Morta.

Last year, the state government launched the CM Urban Expansion New City Promotion Scheme to expand cities in order to meet the requirements of the increasing population. With the growth of the city because of the metro, the rapid rail corridors and the expressway, the government announced the 'Naya Ghaziabad' (New Ghaziabad) plan. Harnandipuram comes under this new initiative. The process for land acquisition is expected to cost around GBP 50 million and the state government and GDA will be splitting that cost equally. Within the constructed townships by the GDA, Vasundhara is the largest at around 3,200 acres, followed by Madhuban Bapudham with 3,000 acres. The GDA Board also accepted a proposal to expand the township of Indirapuram. Indirapuram was developed in the 1990s across 1,289 acres and is reaching the point of overpopulation and in need of urgent expansion to be able to house the rising population. The extended part of the township will consist of 300,000 square metres.

As part of the plan, the GDA will create 116 plots from a piece of land that is 300,000 square metres in size. Despite holding 26 rounds of auctions, GDA was previously unable to sell this land. According to Singh, a three-person committee was formed to determine how to sell the land. The committee recommended that the land be sold as small plots rather than a singular large tract. This decision was approved by the Board on Monday. Along with that, the Board also approved a revised project for Wave City, allowing for registries and land allotments for around 12,000 people.

Singh also highlighted that the updated Detailed Project Report (DPR) for 3,786.8 acres has been approved by the Board. This approval will provide significant relief to 12,000 investors involved in the project, as they can now officially register their plots. At the Monday meeting, it was decided to keep the prices of unsold GDA flats the same as they are now. Currently, the GDA has 1,748 flats in different housing projects that haven't been sold for years, with a total value of over GBP 5 million. Officials announced that the prices for the flats for the 2024-45 financial year would be set aside for the future. The estimated price range for the flats is between GBP 57,000 to GBP 694,000 for 1, 2, and 3 bedroom apartments. The Board has given permission to the Ghaziabad Development Authority (GDA) to hire a consultant for major infrastructure projects like Medi City, Logistics Hub, Education City, and Aerocity. Land for these projects will be set aside, ideally located near the Hindon Elevated Road, the Eastern Peripheral Road, and the Delhi-Dehradun Expressway.

The Uttar Pradesh government and the Ghaziabad Development Authority are undertaking a significant expansion of the Ghaziabad region through the development of a new township, the expansion of existing townships, and the facilitation of major infrastructure projects. This is part of the state's broader plans to cater to the growing population and urbanisation in the area.
