The ongoing construction of the Bandra-Versova Sea Link in Mumbai has faced significant challenges, leading to a major increase in its estimated costs and extended project timelines. Recently, the Maharashtra government approved a revised budget of INR 18,120 crore for the project, marking a sharp rise from the initial estimate of INR 11,332 crore that was sanctioned in 2018. This decision comes alongside a 508-day extension to the project deadline, reflecting the complexities that have arisen since work began in 2019.

One of the primary factors influencing the cost increase is the demand for design changes from local fishermen who are concerned about the project's impact on their livelihoods. These requests prompted a review of the project's design, culminating in a proposal to relocate the casting yard from Juhu to Malad and to enhance various aspects of the project, including lighting and beautification measures, leading to an additional expense of approximately INR 800 crore.

The Bandra-Versova Sea Link, a 17.17-kilometer stretch, is a critical component of Mumbai's coastal road network. Its design includes a main bridge that will span 9.60 kilometres with four lanes for traffic in each direction. The sea link is expected to alleviate traffic congestion between the western suburbs and South Mumbai, offering vital connections at Carter Road and Juhu. When completed, it will effectively link the Bandra end of the existing Bandra-Worli Sea Link with Nana-Nani Park in Versova.

Historically, the project has encountered notable delays due to political changes and policy disputes. The idea for the Bandra-Versova Sea Link was first proposed after the completion of the Bandra-Worli Sea Link in 2009, with subsequent approvals coming slowly due to differing priorities among the state's political parties. Although the project was approved in 2011, progress remained stagnant for several years. It was not until 2017, under the BJP-Shiv Sena government, that the Maharashtra State Road Development Corporation (MSRDC) was assigned to accelerate construction.

The recent governmental order emphasises that the MSRDC must secure the additional INR 6,788 crore needed for the project's cost overrun from its own resources. This requirement places pressure on the corporation as it navigates funding avenues amid rising costs and construction challenges.

Transportation experts and urban planners have raised concerns about the increased costs and extended timelines for the project. While design changes are necessary to accommodate community needs, they also highlight the need for better planning and stakeholder engagement from the project's inception. As cities evolve, ensuring that infrastructure projects meet the needs of local populations should be a priority to minimise disruptions and cost escalations.

The Bandra-Versova Sea Link is expected to significantly reduce commuting times, offering a direct route across the city's coastline.
