The Government of India is making headway in providing ownership rights to residents of unauthorised colonies in Delhi under the Pradhan Mantri Unauthorised Colonies in Delhi Awas Adhikar Yojana (PM-UDAY). According to a recent report presented to Parliament, 23,811 people have secured ownership rights as of July 16, 2024. The Minister of State for Housing and Urban Affairs, Tokhan Sahu, shared this information in response to a parliamentary inquiry.

The PM-UDAY scheme was launched after a significant decision by the Union Cabinet in 2019 to protect residents of unauthorised colonies. These colonies, often established without official approval, are home to a large number of Delhi's population. The program aims to provide legal rights to the land and property of residents, which can enhance their living conditions and access to government services.

As part of the initiative, the Delhi Development Authority (DDA) has reported receiving a total of 1,22,729 applications from residents seeking ownership rights. However, the pace of approvals has raised questions about the efficiency of the process. With 23,811 approvals granted, this represents about 19% of the total applications received by July 16, emphasising the need for a more streamlined approach to processing claims under the scheme.

The PM-UDAY scheme not only aims to provide legal ownership but also facilitates residents in accessing loans for home improvements and better infrastructure facilities. These benefits are especially important in unauthorised colonies, where residents often face challenges related to basic amenities such as water, sanitation, and electricity. By granting ownership rights, the scheme could pave the way for enhanced investment in housing and infrastructure development in these areas.

In addition to the ownership rights initiative, Sahu mentioned that the DDA has disbursed approximately INR 2,173.81 crore for various projects approved under the Urban Development Fund (UDF) over the past five years (2019-20 to 2023-24). Currently, 22 projects are in the implementation stage, highlighting the government's commitment to improving urban infrastructure alongside granting property rights.

As the PM-UDAY scheme progresses, residents are hopeful that the government will not only expedite the approval process for ownership rights but also invest in long-term development plans for unauthorised colonies. This initiative has the potential to increase property values and enhance the quality of life for residents.
