On 30th July, the Mumbai Board of the Maharashtra Housing and Area Development Authority (MHADA) granted offer letters to 158 eligible applicants from the master list of old cessed buildings. These applicants were selected through a computerised lottery held on December 28, 2023. State housing and OBC welfare minister Atul Save, who distributed the letters, announced a waiver of the INR 70,500 No Objection Certificate (NOC) fee for each recipient. The function took place at MHADA's headquarters in Bandra East.

Minister Save emphasised the importance of fulfilling the conditions mentioned in the offer letter and taking possession of the flats. Failure to meet these conditions will result in the cancellation of the allocation without prior notice, and the applicants' rights on the master list will be terminated.

To ensure the allocation of flats to the 265 eligible tenants and residents from the master list of old cessed buildings, MHADA conducted its first computerised lottery on December 28, 2023. Initially, there were 444 flats available. Following requests for re-verification, MHADA re-evaluated the documents and found 212 out of the 265 applicants eligible. Offer letters were issued to 158 of these eligible applicants, who subsequently submitted acceptance letters. Document verification for the remaining 53 applicants is still in progress. The remaining 54 applicants have also been asked to submit their acceptance letters.

The computerised lottery and the subsequent re-verification process have marked a significant step toward transparency and efficiency in the allocation of flats to tenants and residents of old cessed buildings. Minister Save highlighted the supportive role played by Maharashtra's Chief Minister Eknath Shinde, Deputy Chief Minister Devendra Fadnavis, and Deputy Chief Minister Ajit Pawar in taking this historic decision, which has allowed for the transparent distribution of flats.

Save also noted that in the past year, MHADA has successfully allocated around 20,000 flats through computerised lotteries in various divisions, including Pune, Chhatrapati Sambhajinagar, and Konkan. Looking ahead, MHADA's Mumbai Board plans to conduct another computerised lottery for the sale of 2,000 flats in prime locations across the city. These efforts align with the government's broader aim of providing housing for all, supported by schemes such as the Pradhan Mantri Awas Yojana (Urban) and the Dhangar Housing Scheme.

Speaking at the event, MHADA Vice President and CEO Sanjeev Jaiswal reiterated the significance of waiving the NOC charges and praised the state government's support in executing the computerised lottery for the master list. Under Housing Minister Save's guidance, new rules for allocating flats to eligible tenants and residents from old cessed buildings were established. A circular outlining these rules was issued on December 22, 2023. Previous resolutions, circulars, and orders were revised to form part of this new policy, setting limits on the allocation of residential flats and implementing an immediate computerised system for allocation.

In conclusion, applicants receiving the allotment letters must meet the conditions specified in the offer letter and take possession of the flats. Non-compliance will result in the cancellation of the allocation and termination of their rights on the master list. This event was attended by several key officials, including Milind Shambharkar, Chief Officer of the Mumbai Building Repair and Reconstruction Board; Milind Borikar, Chief Officer of the Mumbai Board; Ajit Kawade, Deputy Secretary of the Housing Department; Anil Wankhede, Deputy Chief Officer; Umesh Wagh, Co-Chief Officer of the Mumbai Building Repair and Reconstruction Board; Vandana Suryavanshi, Co-Chief Officer of the Mumbai Board; and Laxman Munde, Deputy Chief Officer.
