New housing initiatives to benefit 100,000 urban poor families in Haryana

The Haryana Cabinet, led by Chief Minister Nayab Singh Saini, approved the 'Mukhya Mantri Shehri Awas Yojana' to provide affordable housing for economically weaker sections (EWS). This scheme targets urban poor families who either lack their own houses or currently reside in inadequate housing. Initially, the programme plans to benefit 100,000 economically weaker families. Families with an annual income of up to INR 1.80 lakh, as per the 'Parivar Pehchan Patra' (family ID), and without a permanent house in urban Haryana will be eligible.

The scheme offers a 30-square-foot plot to each eligible family, enabling them to construct their own homes. The state government, through the Department of Housing for All, will allocate the necessary land. This state-sponsored scheme will integrate with the beneficiary-led construction (BLC) vertical of the Pradhan Mantri Awas Yojana-Urban (PMAY-U). The Department of Housing for All conducted a demand survey, focusing on families registered from September 13 to October 19, 2023, and January 5 to January 19, 2024.

Last year, an online registration drive gauged the housing demand among urban families, with approximately 289,000 applicants. Of these, 151,000 opted for plots and 139,000 for flats. Beneficiaries have the opportunity to build duplex flats ranging from 350 to 425 square feet on the allocated 30 square-yard plots, adhering to standardised designs. The scheme includes financial support through subsidies, loans, and interest rate reductions. Under the BLC vertical of PMAY-U, the scheme will offer financial aid of up to INR 1.5 lakh to support house construction.

Beneficiaries who secure housing loans up to INR 6 lakh from nationalised banks or housing finance companies will receive interest subventions on their EMIs. The state government will cover the total interest amount for the first two years and up to INR 35,000 of the interest amount in the third year. In the fourth year, the government will cover up to INR 25,000 of the interest amount, and up to INR 10,000 in the fifth year. Additionally, the scheme will waive building approval charges, development charges, and the betterment levy for MMSAY beneficiaries.

The registration (conveyance deed) fee for the plot is a nominal INR 500. They plan to waive charges for water and sewerage connections upon application. In tandem with this, the Haryana government will implement the Mukhya Mantri Gramin Awas Yojana (MMGAY) to ensure rural residents have access to habitable and affordable housing. MMGAY aims to provide affordable, quality rural housing while promoting sustainable development and vibrant communities.

MMGAY will offer financial assistance of up to INR 1 lakh, or the actual price of the plot, whichever is less, for purchasing residential plots up to 100 square yards. This initiative aims to assist those previously allocated plots under the Mahatma Gandhi Gramin Basti Yojana (MGGBY) who have not received possession in the last 15 years. The Rural Development Department will implement the MMGAY over the fiscal years 2024-25 and 2025-26, providing the list of beneficiaries.
