The Chhattisgarh State Government, under the leadership of Chief Minister Vishnu Deo Sai, has announced plans to provide houses to over 47,000 families identified as homeless in a socio-economic survey conducted last year during the previous Congress regime. This decision was finalized during a cabinet meeting held at the Mantralaya in Nava Raipur, as stated by Deputy Chief Minister Arun Sao.
The socio-economic survey, conducted from April 1 to April 30 last year, covered 59.79 lakh families and identified 47,090 families as homeless. These families did not appear in the permanent wait list (PWL) of the Socio-Economic and Caste Census (SECC) of 2011, which is a prerequisite for eligibility under the Pradhan Mantri Awas Yojana-Rural. As a result, these families will now be provided housing under the Mukhyamantri Awas Yojana (Rural).
To accommodate this housing initiative, affordable housing facilities are being developed in Naya Raipur. The registration date for availing of this scheme has been extended from March 31, 2024, to March 31, 2027, providing ample time for eligible families to apply.
In another significant move, the cabinet approved an amendment to the Chhattisgarh Government Store Purchase Rules of 2002, as revised in 2022. This amendment mandates that all state government departments must procure materials, goods, and services through the Centre's Government e-Marketplace (GeM) portal, replacing the Chhattisgarh State Industrial Development Corporation (CSIDC) as the procurement body. Consequently, the existing rate contracts with the CSIDC will be canceled at the end of this month.
This decision aims to tackle corruption in government procurement, following numerous complaints of irregularities in purchases made through the CSIDC. According to Deputy CM Sao, the previous Congress government had prohibited purchases from the GeM portal, which led to increased procurement challenges, compromised quality, and a rise in corruption allegations. By reinstating the GeM portal system, the current government seeks to address these issues urgently, curb corruption, and restore transparency in government procurement processes.
Overall, these measures reflect the Chhattisgarh government's commitment to addressing homelessness and enhancing the integrity of its procurement practices.
