DDA asks Dwarka Sector 19B allottees to settle final payment by August 28

The Delhi Development Authority (DDA) has asked the buyers of its premium housing scheme in Dwarka's Sector 19B to make the final payment for their homes. This payment is 25% of the total cost and applies to penthouses, super-HIG, and HIG flats.

The DDA has stated that these homes are ready for physical possession. Buyers need to complete the payment by August 28 to avoid interest, or by September 28 with an interest rate of 10% per year. The authority also confirmed it has received the necessary fire safety approval for the project. However, buyers have raised concerns about limited access to the site and incomplete work, such as installing balcony tiles and fixtures. Despite these issues, the DDA might start the handover process soon, as they previously announced the project would be completed by June 30.

Last year, after an e-auction under the Diwali Special Housing Scheme 2023, successful bidders were issued allotment letters. In February 2024, the DDA clarified that buyers needed to pay at least 75% of the total cost initially, with the remaining 25% due upon physical possession. This final payment must be made online and adjusted for any TDS deposited directly with the income-tax department.

Some buyers are hesitant to pay the remaining amount without being able to move in immediately, citing ongoing construction work. However, a few buyers reported that senior DDA officials visited the site recently and assured them that all flats would be ready soon, with the site open to visitors within the next week.

A DDA official emphasised that physical possession will only be granted once the flats are fully ready for living. The official mentioned that the payment process has just started, giving buyers two months to complete it. The DDA is also issuing a similar circular for the transfer of EWS flats in the same sector.

The DDA's demand for the final payment on Dwarka Sector 19B flats has created friction between the authority and the buyers. While the DDA maintains the flats are ready and emphasises the approaching deadline to avoid interest, some buyers are hesitant due to ongoing construction and limited access.

A potential compromise could be on the horizon. With senior officials reportedly assuring completion soon and the site opening for visits, some buyers may be convinced. However, the final decision rests with each buyer, who must weigh the urgency of the DDA's timeline against their comfort level with the current state of the property.
