Homebuyers in Bhubaneswar can finally register their apartments after a two-year halt. The Bhubaneswar Development Authority (BDA) has begun verifying projects and recommending them for deed registration at the sub-registrar's office. This is a significant step forward following concerns raised in May 2022 about projects lacking proper documentation.

Previously, deed registrations were happening without verifying crucial documents like occupancy certificates and fire safety clearances. This issue came to light through a petition filed by Bimalendu Pradhan, a resident of Bhubaneswar. He highlighted that bypassing these essential checks, which can number in the dozens, left buyers vulnerable.

The Orissa High Court responded to Pradhan's petition by placing restrictions on deed registrations. The court mandated verification by the Inspector General of Revenue to ensure projects complied with regulations. This strict approach resulted in a nearly two-year deadlock in registrations.

However, with the implementation of the Odisha Apartment (Ownership and Management) Act 2022, the BDA has become the official authority for verifying projects. This new act streamlines the process and offers more transparency. Biswaranjan Rath, the BDA secretary (in-charge), explained that they now verify project documents and grant allottee association certificates before recommending registration with the sub-registrar's office.

Prospective homebuyer Garima Dash welcomed the change but emphasised the need for wider public awareness. She noted that many regulations are unknown to the public, making them susceptible to fraud. Dash suggests using social media and creating a BDA helpdesk to educate people about their rights and the new procedures outlined in the Act.

This development brings much-needed relief to Bhubaneswar homebuyers. The added layer of verification provides greater peace of mind and protects them from potential risks associated with unregistered ownership. However, increasing public awareness about the new act and registration process will be crucial to ensuring a smoother and safer journey for future homeowners in Bhubaneswar.
