The Mumbai Metropolitan Region Development Authority (MMRDA) has announced the redevelopment of Ramabai Ambedkar Nagar in Ghatkopar, a major slum area. Tenders for an architect and project management consultant will be released this month. This 75-acre redevelopment under Regulation 33 (10) of the Development Control and Promotion Regulations, 2034, will facilitate extending the Eastern Freeway from Mankhurd to Thane. The Brihanmumbai Municipal Corporation (BMC) will handle beneficiary identification and relocation, while MMRDA oversees redevelopment. Approved by Chief Minister Eknath Shinde in December 2023, the project is expected to complete in three years once land transfer occurs.
The Mumbai Metropolitan Region Development Authority (MMRDA) has initiated the redevelopment of Ramabai Ambedkar Nagar in Ghatkopar by calling for tenders to appoint an architect and project management consultant this month. Ramabai Ambedkar Nagar, spanning 75 acres near the Eastern Express Highway, is one of the largest slums in Mumbai's eastern suburbs. Together with Kamraj Nagar, it constitutes nearly half of Ghatkopar East's population. The redevelopment will be conducted under Regulation 33 (10) of the Development Control and Promotion Regulations, 2034, enabling the extension of the Eastern Freeway from Mankhurd to Thane through Ghatkopar.
The MMRDA officer stated that in Thane, CIDCO and the Thane Municipal Corporation (TMC) are developing the Kishan Nagar area, with CIDCO handling rehabilitation, finance, and execution while TMC identifies beneficiaries. Similarly, in Ramabai Ambedkar Nagar, the Brihanmumbai Municipal Corporation (BMC) will manage the identification and relocation of beneficiaries, while MMRDA will oversee the slum redevelopment.
Although the Slum Rehabilitation Authority (SRA) and MMRDA formalised the redevelopment agreement in March, the issuance of a tender for an architect was delayed due to the pre-election model code of conduct. The architect will design the new colony, incorporating facilities like a fire station for Ghatkopar East and an airport-to-airport metro station.
This project marks MMRDA's first venture into slum redevelopment, having originally served as a planning body for Mumbai. During the Congress-NCP administration, MMRDA expanded its role to include constructing flyovers and metro systems to diminish the influence of the Shiv Sena-controlled BMC.
Chief Minister Eknath Shinde approved the Ramabai Ambedkar Nagar redevelopment project in December 2023. MMRDA has already completed the Detailed Project Report (DPR) and anticipates finishing the redevelopment within three years from the date the land is transferred by the SRA.
This redevelopment project aims to transform one of Mumbai's largest slum areas, improving living conditions and infrastructure while facilitating significant urban development initiatives like the Eastern Freeway extension. The project highlights MMRDA's evolving role in Mumbai's urban development landscape and highlights the collaborative efforts of various municipal bodies in addressing slum rehabilitation and urban planning challenges.
