The Telangana government is taking a significant step towards shaping the future of Hyderabad with the creation of a comprehensive master plan for the Hyderabad Metropolitan Region (HMR) extending all the way to 2050. This ambitious project aims to guide the city's development for the next 25 years, focusing on three key areas crucial for a thriving metropolis: economic growth, transportation infrastructure, and environmental sustainability.
The masterplan for Hyderabad's development is anchored on three main pillars, each supported by detailed sub-plans being developed by separate consultants. These sub-plans are slated for completion by December 2024. The Economic Development Plan (EDP) will be formulated by a Chennai-based firm at an estimated cost of INR 2 crore. This plan aims to identify areas with high potential for future economic growth, focusing on attracting investment and industries. To facilitate this, the government will strategically allocate land parcels exceeding 100 acres for development and establish the necessary infrastructure in phases, thereby driving Hyderabad's economic progress.
The Comprehensive Mobility Plan (CMP), being developed by a Delhi-based consultant for INR 3 crore, aims to create a robust and efficient transportation system. This plan includes exploring mass transit options such as metro rails with 12 new corridors, as per the Union government's guidelines. Additionally, it will consider the development of bus rapid transit systems and improvements to rail and road networks. The CMP will address the transportation needs of Hyderabad Metropolitan Region (HMR) in phases, covering short-term (2024-2030), medium-term (2031-2040), and long-term (up to 2050) goals, ensuring a well-connected city for its growing population.
The third pillar, the Blue & Green Infrastructure (BGI) plan, will prioritise environmental sustainability by protecting and developing water bodies, parks, open spaces, and greenery within the city. A Hyderabad-based consultant, with a budget of INR 1.5 crore, will formulate this plan. It will involve mapping existing blue and green spaces such as lakes and parks, integrating this data into future development plans to maintain a balance between urbanisation and environmental health. This approach ensures that as the city grows, it also preserves its natural assets, promoting a healthier living environment for its residents.
The Hyderabad Metropolitan Area is structured into three distinct zones. The first zone encompasses the area within the Outer Ring Road (ORR), characterised by its well-established infrastructure. The second zone stretches from the ORR to the forthcoming Regional Ring Road (RRR), presenting substantial potential for development. Lastly, the third zone lies beyond the RRR, predominantly rural with vast expanses available for future growth, all within the purview of the Hyderabad Metropolitan Development Authority (HMDA).
The masterplan will consider the unique needs of each zone, focusing on development beyond the current city limits while ensuring sustainable growth. This will create a more expansive and well-equipped HMR, prepared to accommodate a growing population.
This collaborative effort, with a long-term vision and a focus on sustainability, aims to transform Hyderabad into a thriving and well-connected city. By focusing on economic development, a robust transportation network, and environmental well-being, the Hyderabad Metropolitan Region Master Plan 2050 has the potential to position Hyderabad as a major economic and cultural hub in the years to come.
