This aims to simplify the process for developers and individuals seeking changes to their plots within the state's 550-acre regional plan (RP) or outline development plan (ODP).

Previously, any changes to land use designation required approval from multiple levels, including the TCP board and the state government. This could be a time-consuming process. Under the new system, the Chief Town Planner (Land Use) now holds the authority to scrutinize proposals for changes exceeding 500 square meters. These proposals are then presented to the TCP board for review and recommendation. This streamlined approach aims to expedite the approval process for land use changes.

While the process has been simplified, public participation remains a key element. Following TCP board approval, a public notification is issued, allowing stakeholders 30 days to submit suggestions or objections regarding the proposed changes. The TCP board then reconsiders the proposal with these public comments in mind before making a final recommendation to the state government. The state government retains the ultimate decision-making authority.

The new system also establishes a fee structure for processing land use change requests. Processing fees range from INR 500 to INR 50,000 depending on the area of land affected. For example, a change request for a smaller plot (under 500 sq. m) might incur a processing fee of INR 500, while a larger development project could be charged INR 50,000. Additionally, a separate change of zone fee applies, ranging from INR 50 to INR 400 per square meter, based on the type of zone change requested (e.g., conversion from agricultural to commercial land).

Proponents of the new system believe it will streamline development processes and attract investment. However, some critics raise concerns about potential environmental impact and a lack of transparency in decision-making.
