The association highlighted how housing supply and many property owners and contractors now face issues as they had taken loans or invested to construct the fourth floor before the restriction was announced.
The Gurugram Home Developers Association has strongly opposed the Haryana Government's ban on constructing a fourth floor plus stilt on residential plots. This construction plan was introduced in February 2023. They have demanded that the moratorium be lifted as developers have suffered significant losses due to this decision.
In October 2023, the association had suggested reinstating the old zoning plan which mandated adequate open space at the front and back of buildings. This was to avoid accidents and enhance safety. However, realtors have continued facing major losses in the absence of any changes to the policy.
The association highlighted how housing supply through additional floors dropped sharply post the ban. Many property owners and contractors now face issues, as they had taken loans or invested to construct the fourth floor before the restriction.
Plot owners who built the fourth floor legally under DTCP (Department of Town and Country Planning) and HSVP (Haryana Shahari Vikas Pradhikaran) rules are also at risk, as their investments may be in vain due to the sudden policy U-turn.
Home buyers are disappointed too, as hundreds of ready apartments in Gurugram now cannot be occupied as they won't be issued occupancy certificates (OCs).
While critics argue additional floors burden civic infrastructure, the Gurugram Home Developers Association counters this saying that the infrastructure challenge in Gurugram City could find resolution through the allocation of the significant funds amassed as external development charges (EDC) by the government.
Association President Narendra Yadav commented that lifting the ban is crucial to boost independent housing, promote responsible development and protect homeowners' investments and dreams. Developers will also benefit, as they have taken big loans expecting four floors. Plot buyers too will breathe easy on getting OCs for their homes.
