Deputy Chief Minister DK Shivakumar announced the implementation of a decentralised automated online approval process named 'Nambike Nakshe' for building plans in Bengaluru, specifically targeting residential constructions. Under this new scheme, residential constructions of up to four units on a plot measuring up to 50 x 80 feet can obtain online building plan approvals from authorised architects or engineers, eliminating the need for physical visits to BBMP offices. Additionally, a new property tax system has been introduced, categorising the city into six zones based on asset classes, and a 10% increase in property taxes has been decided, with efforts to bring 18 lakh property owners into the tax bracket.

Deputy Chief Minister DK Shivakumar has announced a decentralised, automated online approval process for building plans for residential constructions in Bengaluru. The initiative, named 'Nambike Nakshe,' enables the online approval of building plans for residential constructions with up to four units on plots of up to 50 x 80 feet. Architects and engineers registered with the BBMP can use this trust-based system to self-declare plans online, pay specified fees, and receive the sanction plan. This aims to save time and eliminate corruption in the approval process. The scheme is part of the new Brand Bengaluru initiative and will be initially piloted in wards under Rajarajeshwarinagar and Dasarahalli zones before expanding citywide.

This innovative approach is a response to citizens' grievances about the cumbersome and time-consuming process of obtaining building plan approvals. With 'Nambike Nakshe,' the government aims to simplify the approval process and empower architects and engineers to self-declare plans online. This initiative aligns with the broader goal of the Brand Bengaluru initiative, which aims to incorporate public feedback and suggestions into the city's governance and development.

Under the new property tax system, Bengaluru will be classified into six zones based on asset classes, including residential (owned and rented), commercial, industrial, star hotel, vacant plots with and without rebate. The government had previously made amendments to the property tax format, resulting in several changes. The public's concerns led to further amendments to waive interest and penalties for property taxes. The revised property tax rates will see an increase of 10%, bringing relief to property owners compared to the initial proposal for a 20% hike for residential and 25% for commercial properties. Additionally, there are plans to bring 18 lakh property owners currently outside the tax net into the system.

The property tax reforms also aim to streamline the tax classification process, offering an opportunity for property owners to declare their properties, obtain a property tax number, and secure a khata from BBMP. The initiative reflects the government's commitment to encouraging property owners to regularise their holdings and contribute to the city's revenue. Overall, these policy measures underscore the government's dedication to improving governance, transparency, and efficiency in Bengaluru's urban development landscape. The pilot implementation in specific zones and subsequent citywide expansion demonstrates a phased and strategic approach to testing and scaling innovative governance solutions.
