WBHIDCO eases rules for cooperative societies' membership changes in New Town

The West Bengal Housing Infrastructure Development Corporation (WBHIDCO) has implemented a significant change in its policy regarding cooperative societies' membership in New Town, allowing for the transfer of membership without seeking prior permission from the organization. This move applies to cooperative societies that have been allocated freehold or leasehold plots to build apartments in the township. The modification was announced through a notification issued on October 4, marking a departure from the previous requirement for cooperative societies to obtain permission from HIDCO for any changes in their membership. 

The notification states, "In modification of all previous orders of WBHIDCO relating to change of membership in respect of all categories of housing societies which have been allotted plots of land by WBHIDCO, either on freehold or leasehold basis, it is hereby notified that such housing societies are permitted to change the membership of their societies themselves as per W.B. Cooperative Societies Acts and Rules, without obtaining any permission in this regard from WBHIDCO, after the allotted plot is registered in favor of the society by WBHIDCO. This order is issued by the approval of competent authority." The notification is in effect. 

The notification permits these housing societies to independently manage their membership changes in accordance with the W.B. Cooperative Societies Acts and Rules. They will no longer require explicit permission from WBHIDCO for such changes once the allotted land is registered under the society's name by WBHIDCO. This order has been issued with the approval of the competent authority and is currently in effect.

Previously, cooperative societies had to go through a formal process to request permission from the HIDCO head office in New Town for any changes in their membership. To provide some context, cooperative societies consist of a group of eight or more individuals who come together to participate in lotteries organized by HIDCO for the distribution of plots. Once a cooperative society is allotted a plot, they are required to make the necessary payment to HIDCO for the land before commencing construction. 

The motivation behind this policy change was a result of longstanding requests from cooperative societies to amend the rule that mandated seeking HIDCO's permission for any changes in membership. The adjustment now allows cooperative societies to handle changes in membership in accordance with the rules specified in the West Bengal Cooperative Societies Act. It is essential to ensure that any modifications in membership are properly recorded in the minutes of the cooperative's meetings. 

This change in policy is expected to streamline and simplify the administrative process for cooperative societies in New Town. It eliminates the need for them to seek external permission and bureaucracy when adjusting their membership. By permitting cooperative societies to manage their membership changes autonomously and adhere to the legal framework provided by the West Bengal Cooperative Societies Act, the notification from WBHIDCO aims to create a more efficient and self-sufficient system for the cooperative housing sector in New Town.
