FASTPAS is designed to streamline the approval process for maps and layouts of buildings and townships. It introduces various features to make the process more efficient, such as allowing applicants to purchase additional Floor Area Ratio (FAR), facilitate land use changes, and access compensatory FAR, among other options.
One of the key motivations for this transition is the fact that the current online building plan approval system (OBPAS), launched in 2019, was developed through a public-private partnership model with a private IT company. However, this arrangement resulted in the housing department not having complete ownership of the data.
To address this issue, Housing Commissioner and Department Secretary Ranvir Prasad explained that the source code and dynamic link-library (DLL) would be obtained from the private company this time, ensuring that the data collected remains the sole property of the department. Moreover, FASTPAS will serve as a comprehensive single-window system that integrates both internal and external agencies to facilitate the acquisition of no-objection certificates and clearances.
FASTPAS is set to incorporate various elements, including the integration of GIS master plans, zonal plans, logistics plans, transit-oriented zones, mobility plans, title ownership information, and land usage details. This integration aims to create a more efficient and holistic system for building plan approvals.
During the 2022-23 fiscal year, a total of 15,587 building plans were approved across the 29 housing development authorities and UP housing board (Avas and Vikas Parishad). The introduction of the new system is expected to simplify the process and potentially double the number of plan approvals in the future.
This innovative approach will assume trust in applicants, relying on their accuracy in providing details according to building bylaws. However, to ensure adherence to legal requirements, the department will also request architects to provide an undertaking that the information they submit complies with the relevant laws and regulations.
