In a significant administrative move, the Mangaluru City Corporation (MCC) has introduced a new measure that grants zonal commissioners the authority to issue building licences for residential and commercial constructions of up to 500 square meters. This progressive step aims to streamline the licensing process and provide convenience to citizens seeking to construct smaller structures.
Under the revised procedure, individuals looking to build homes or commercial establishments under 500 square meters will no longer be required to make in-person visits to the MCC office. The cumbersome procedure of acquiring building licenses, occupancy certificates, and approvals for renovations has been simplified, with applicants now being able to directly submit their applications to the respective zonal commissioners.
Traditionally, the MCC commissioner held sole discretion over applications concerning buildings exceeding 250 square meters. However, acknowledging the limitations of this approach and the inconveniences faced by the public, MCC commissioner Anand CL has taken proactive measures to rectify the situation.
Explaining the revamped system in a public notice, Commissioner Anand CL revealed that zonal commissioners will be vested with the power to handle all aspects related to building licenses, occupancy certificates, license renewals, and building renovations within the 500-square-meter threshold. The decision-making process will be facilitated by reports from assistant town planning officers and will be conducted through the Nirman 2 online software. This shift in responsibility is anticipated to expedite the process, with applications set to be processed within 15 days.
To ensure the efficacy and integrity of the new process, joint commissioner (town planning) will oversee the monthly progress through review meetings. The MCC has been receiving an average of 150 applications for building licenses and occupancy certificates per month, and the novel system is anticipated to reduce the administrative burden on both applicants and the corporation.
