The SVAMITVA Scheme is marking a new milestone, with over 58 lakh property cards to be distributed to property owners in more than 50,000 villages across 12 states and union territories. This virtual event, led by Prime Minister Narendra Modi, is part of the ongoing effort to provide legal recognition to properties in Village Abadi areas. Launched in 2020, the scheme aims to issue a "Record of Rights" to owners, formalising property ownership in rural areas.
This latest phase of distribution will cover villages in 10 states: Chhattisgarh, Gujarat, Himachal Pradesh, Madhya Pradesh, Maharashtra, Mizoram, Odisha, Punjab, Rajasthan, and Uttar Pradesh, along with the Union Territories of Jammu & Kashmir and Ladakh. In addition to the virtual event, union ministers will participate in local events across the states to distribute property cards directly.
For example, Union Minister Shivraj Singh Chouhan will be in Jodhpur, Rajasthan, while JP Nadda, Bhupender Yadav, Annpurna Devi, and Arjun Ram Meghwal will attend events in Jaipur, Alwar, Kota, and Bikaner, respectively. In Maharashtra, Union Minister Piyush Goyal will visit Ahilya Nagar, MoS Raksha Nikhil Khadse will be in Nandurbar, and Murlidhar Mohol will be in Pune. Other union ministers, including Manohar Lal Khattar, will attend events in Bhatinda, Punjab, and Jyotiraditya M. Scindia in Guna, Madhya Pradesh. Jitendra Singh will be in Kathua, Jammu & Kashmir.
Since its launch, the SVAMITVA Scheme has made considerable progress. To date, over 2.19 crore property cards have been issued, with drone mapping of rural land now covering 92% of the 3.44 lakh target villages. In the past, the lack of updated rural land surveys, particularly in Village Abadi areas, had left many properties without formal records of ownership. The use of drone technology for mapping has been a key component in addressing this issue, helping to demarcate property boundaries in rural areas.
Before the launch of the scheme, surveys in rural India had not been updated for several decades, leading to a lack of formal ownership records. As part of the initiative, the Ministry of Panchayati Raj, the State Revenue Departments, and the Survey of India have been working together to update these records. The goal is to complete the mapping and distribution of property cards across the country by 2026.
So far, 31 states and Union Territories have joined the scheme, with Sikkim, Telangana, and Tamil Nadu participating only in the pilot phase. States like West Bengal, Bihar, Nagaland, and Meghalaya have not yet come on board. However, as the scheme progresses, it is expected that more states will participate in the coming years, allowing more rural property owners to benefit from the legal recognition of their land.
