The illegal construction of 16 flats per plot on 11 sites has led to overcrowding and strain on local services. Despite prior directives to disconnect utilities and halt property registrations, little action has been taken. A petition has been filed in the Punjab and Haryana High Court, which is set to hear the case in December. Local residents and the RWA are calling for stronger enforcement against these violations.
The Department of Town and Country Planning (DTCP) has issued a reminder to several departments, urging them to take decisive action against unauthorised buildings in Palam Vihar. The issue involves 11 plots in C-2 Block, each measuring 500 sq yards, where 16 flats were illegally constructed per plot. The enforcement wing had previously directed MCG, DHBVN, and the local tehsildar to disconnect essential utilities such as water, sewer, drainage, and electricity, as well as to halt property registrations for these buildings.
Due to the lack of action from these departments, the District Town Planner (Enforcement) has now sent a formal reminder, demanding immediate steps be taken. Residents of C-2 Block have raised concerns about the impact of these illegal structures, citing overcrowding and strain on local services. Last month, residents staged a protest against the widespread unauthorised construction in the area. Officials began proceedings against specific plots numbered 913, 1310, 921, 1251, 924, 979B, 956, 1226, 922, 935, and 951. The Punjab and Haryana High Court is scheduled to hear the case on 16 December.
The Palam Vihar C-2 Block Residents' Welfare Association (RWA) and local residents have filed a petition in the high court, requesting action to curb illegal construction. The district town planner has registered multiple FIRs against property owners and has called for the resealing of buildings that were unlawfully opened.
DTP (Enforcement) Manish Yadav confirmed that enforcement activities are ongoing. RWA President Sandeep Lamba condemned developers for violating building regulations by constructing multiple units per floor, contrary to the approved single-unit design. He also suggested that collaboration with local tehsildars facilitated illegal property registrations and the granting of electricity connections. Lamba stated that the widespread unauthorised construction is transforming the city into a slum. Yadav confirmed that the DTCP has urged all relevant departments to take enforcement actions and is actively tackling the illegal construction issue in Palam Vihar.
